Litigation

A lawsuit was opened and Add was selected to add a new contact added from the Contact/Cost tab. When Change was selected and criteria entered to search for an account, the message “Invalid Field Name or Field Index” was displayed. This has been corrected.

Neighborhood Codes

The numbers to the right of the decimal in adjustment factors associated with neighborhood codes (Tools > Code File Maintenance > General > Neighborhood Codes) were not being applied to land and improvement values (available for review from the Details dialog boxes accessed from Improvements and Land tabs).

To correct this issue, there is now a configurable rounding_year field in the pacs_config table. When a year is entered in the field, then:

  • Four (4) decimal places are used for rounding for the year equal to or greater than the entry.
  • Two (2) decimal places are used for rounding for years less than the rounding year field.

The following new and changed functionality is provided with this release.

ARB

On the ARB Options – Letters tab (Tools > ARB Maintenance > System Settings), there are now options to specify default settings for printing an inquiry form and printing appraisal cards when printing letters. For more information, see ARB Customization.

Commercial Field Card

In the Property ID and Legal Description section of commercial field cards, the following data is now included:

  • GBA
  • NRA
  • Property Use
  • Sub Market
  • Units

In the Improvement Valuation section, the number of stories is now included.

Improvement Details: Quick Entry Feature Template

You can now set up a combination of feature type/feature code/unit data that you can load into new improvement detail records to expedite data entry.

An error occurred when printing an appraisal card for a personal property that had segments with subsegments as well as many segments without subsegments. Page set up has been modified so that unnecessary spacing is not included for segments without subsegments.

When using the quick image scan (Activities > ARB > ARB Quick Image Scan), if a property had multiple protest cases, the system returned sometimes returned a closed case. This has been corrected.

When Print Comp Grids was selected in the Print ARB Letters dialog box (Activities > ARB > Individual Letters Processing), letters were printing but not the comp grids because a customized set up for the default printer was not being recognized. This has been corrected.

Comparable Sales

When the Use Neighborhood Adj check box was selected, some comp grids were displaying a neighborhood adjustment although none of the properties associated with the comp grid had neighborhood codes. This has been corrected.

Deed Processing

When a user is working either in a future year layer, or in the current, uncertified year layer, chooses Activities > Electronic Deed Processing> Batch Maintenance, and then selects a batch, a new dialog box, the Select Import Year dialog box, is displayed. The Select Import Year dialog box lists the years that are available for processing

(Note The Batch Maintenance menu item is not available when a user is working in the current, certified year layer.)

Exemptions

The Set all Improvement and Land to Homesite now applies the homesite exemption percentage as expected when the override is selected.

It was not possible to enter a deferral date for a disabled person’s surviving spouse exemption in the Exemption dialog box (displayed by clicking Details for the DPS exemption on the Entity-Exmpt tab). This has been corrected so that a deferral date can be entered.

A warning message is now displayed for properties that have the DVHS exemption applied but do not have any homestead value.

GIS

An update has been provided to resolve “Server Busy” messages that were displayed when first opening an image in Pictometry from the GIS Viewer.

A configuration option for the GIS most recent land sale has been added to the pacs_config table so that the land price per square foot displays as required on the map, not only when land sales have a sequence number equal to zero.

When this configuration option is turned on:

  • The sales price per square foot of land does not display if there is no land sale on the property. However, if there is a land sale on the property, the sales price per square foot is the unit price entered on the Sale Land tab of the ownership history (available from the Deeds-Sales tab of a property) for the most recent land only sale (that is, it is no longer restricted to sequence number=0).
  • The sales price per acre for land displays as blank if there is no land only sale on the property. However, if there is a land only sale, the sales price per acre for land is the sales price per square foot of land multiplied by 43560 (the number of square feet in an acre).

Improvements/Land

Because improvements and land segments could be copied from a real or mobile home property to a business personal property, an error occurred in a nightly calculation job. It is no longer possible to do this, and a warning is displayed if a user attempts to do so.

It was not possible to change the land pricing for a land schedule front foot table from Straight Adjustment to Range Adjustment. This has been corrected.

Income Module

When calculating mass adjustments for land or improvements, PACS rounded to two decimals for the neighborhood percentage or abstract subdivision percentage. This has been corrected so that the calculation rounds to four decimals.

It was not possible to run a report using a saved query created as a SQL string. Now it is possible to use saved queries created as SQL strings to run reports in addition to saved queries created with the query builder.

Personal Property

When the Asset Manager was opened to view the details of a personal property segment, segment data was sometimes deleted when the Asset Manager was closed for segments that did not contain a value for the Type code (which is sometimes the case when data is imported). Segment and subsegment data that exists before the Asset Manager is opened is now protected.

Reports

The Homestead Exemption Application report has been corrected because the formatting included too much white space, causing 3 pages to print instead of 2.

The Sales Ratio Report (Reports > Sales Analysis > Sales Ratio Report) was not including the class of property when multiple properties were involved in a sale. This has been corrected so that the class is included when it is used for subjects.

The Property Group Code Report (Reports > General > Property Group Code Report) was not including records set as collections-only properties for the year selected. This has been corrected.

UDI parent property records with recalculation errors were not included in the Recalculation Error Report (Reports > Data Verification > Recalculation Error Report). This has been corrected.

Sales dates with double-digit months were being truncated in the Taxpayer Evidence Packet Sales Report (accessed by right-clicking Comparable Sales search results and choosing Print > Report Taxpayer Evidence Packet). This has been corrected.

Levy/Mineral Tax Statements

  • There is now an option to a print a Return Service Requested comment on statements.
  • The following changes have been made to the mineral tax statement output (mineraltaxstatement.rpt):
    • The payment coupon is now on the first page.
    • The property section has been split into two rows, its font has been enlarged, and it now includes tax due totals.
    • Tax due totals are included in the entity summary.
    • A five-year history, with the property ID printed above it, and a 5th year comparison print on the back of the statement.
    • The owner name and address fit into a standard window envelope.

Owner/Agent Import

  • Import features are now available for ownership transfers, owner address changes, agent changes, and agent address changes.

Supplement Statements

  • There is now an option to print a Return Service Requested comment on statements.
