Prorationing was occurring when the aggregate tax rate for tax areas were close to, but not actually over the aggregate tax rate limit of $5.90.  With this change, no prorationing will occur, unless the tax area aggregate rate exceeds the limit

NCOA Import is not working as it should. To the end user, it appeared successful but it did not contain any records. In actuality, the query for the NCOA Import List grid hides runs that do not have any records. The code has been modified to report a failure message, explaining that the import file had no valid records.

Levy

When the Aggregate Levy Rate exceeds $5.90 per $1,000 in value, PACS was not allowing the proration calculation to complete, so the Aggregate Levy Rate was not being reduced to $5.90 based on the aggregate proration order. This has now been fixed.

An error was occurring during the tax statement creation process. PACS was mapping the delinquent tax amounts to the current year tax statements having the same rollback IDs only. Non-rollback delinquent taxes were being reassigned to an arbitrary statement in the run. This has been corrected; the delinquent tax amounts now match by property so it will appear on a current year statement for the same property. Additionally, rather than being assigned to an unrelated property, delinquent tax on deleted properties that no longer exist in the current year will now be dropped. The delinquent taxes on deleted properties with be handled through another ticket for the 9.0.37 release of PACS.
