The following adjustments are now displayed from the Comparable Property Configuration dialog (in PACS ADMIN, Tools > Comparable Property > System Wide Configuration):

  • For accuracy, the Time Adjustment Pct/Year field has been renamed Effective Age Adj Pct/Year.
  • A new Base Assessment Year field has been added. The following applies to the year entered in this field:
    • Default year will be the current assessment year.
    • The year entered is subject to change during the assessment year.

A new Time Adjustment row has been added to the grid code chooser in the Manage Grid dialog (in PACS ADMIN, Tools > Comparable Property > Comparable Property Maintenance, choose Display). When added to the grid, this row prompts the following calculations:

  • For residential grids, this row:
    • Uses January 1 of the Base Assessment Year field to determine the number of months used in the in the calculation of the time adjustment for each comparable sale.
    • Subtracts the Base Assessment Year from the Sale Date to determine the number of months difference; partial months will be counted as whole.
    • Multiplies the number of months from the above calculation by the number in the Residential Time Adj Pct/Mo field to determine the positive or negative adjustment percentage, then applies that percentage to the sale price of the comparables. If the Sale Date predates the Base Assessment Year January 1 date, the percentage in the Time Adjustment field is multiplied by the number of months to determine a gross adjustment amount.
    • The Adj Sale Price field adjusts automatically.
  • For commercial grids, this row:
    • Uses January 1 of the Base Assessment Year field to determine the number of months used in the in the calculation of the time adjustment for each comparable sale.
    • Subtracts the Base Assessment Year from the Sale Date to determine the number of months difference; partial months will be counted as whole.

  • PACS determines the net Land Miscellaneous Code Value of all land segments for the subject property and each comparable.
  • The net Land Miscellaneous Code value of each comparable adjusts to equal that of the subject property’s value.

The existing Misc Codes row now includes the description in addition to the code when displayed in comp grids.

When displayed in comp grids, the following rows now include descriptions in addition to codes:

Instead, the segment type “K” (indicating certified) was shown on all properties. This has been corrected so that the segment type is based on the supplement number associated with the property, year and statement.

In addition, amounts due of $50 or less were managed with the Full Amount Due and Full Amount Due Dates fields, but were not reflected in the 1st Installment Due and 1st Installment Due Dates fields. This has been corrected so that the 1st Installment Due and 1st Installment Due Date fields are populated when a bill is to be paid in full.

Levy Rates

When a property was supplemented and the income value was changed by entering a new flat value in the Summary panel of the Income Details dialog box, the resulting income value was incorrect. When the property was opened for supplement zero, the modified income approach was being displayed instead of the income approach associated with supplement zero.

A supplement value was being displayed in the Summary panel instead of the original value. This has been corrected so that only one row is displayed for a given year and income combination.

Special Assessments

Issue 1: If a user did all of the following:

  • Entered an amount in the Actual Levy Calculation Elements section of the Highest Lawful Levy Limit dialog box*
  • Selected the Lid Lift check box in the Highest Lawful Levy Limit dialog box*
  • Chose Calculate Actual Levy in the Highest Lawful Levy Limit dialog box
  • Entered the Voted Levy Rate in the Levy Data panel of the Tax District dialog box

Then the budget amount rounded to zero decimal places, causing inaccurate calculations. To correct this issue, if the budget amount has been modified to allow 2 decimal places on screens and reports.

Issue 2: If a user did all of the following:

  • Entered the Voted Levy Amount in the Levy Data panel of the Tax District dialog box
  • Selected the Lid Lift check box in the Highest Lawful Levy Limit dialog box*
  • Chose Calculate Actual Levy in the Highest Lawful Levy Limit dialog box*

Then no calculations occurred and values changed to $0. To correct this issue, if a voted levy amount is entered instead of a voted levy rate, the amount is used to determine the rate.

Note that if both a voted levy rate and a voted levy amount are entered, the rate takes priority.

*The Highest Lawful Levy Limit dialog box is accessed by clicking Details for a levy displayed in the Highest Lawful Levy Limit panel of the Levy Certification Run window (Activities > Levy > Levy Certification).

This occurred because the second resolution percentage was being used when both first and second resolution percentages were entered for a levy with a population greater than or equal to 10,000.

This has been corrected so that the first resolution percentage is used when the Calculate Actual Levy button is selected in the Highest Lawful Levy Limit dialog box.

In addition, the legal description was truncated on the report. A fix is in progress for the legal description to be extended to multiple lines.

Accounting

  • There is a new account number configuration tool in PACS.ADMIN (Tools > Account Number Configuration) available for setting up the format of account numbers, and for enforcing the segment length of account numbers, if required.

  • There is a new External Accounting System configuration option available in PACS.ADMIN (Tools > System Configuration > Financial Management System category > Financial Management System node > External Accounting System) to specify the external accounting system, which determines the export format for disbursements and refund disbursements.

  • You can now delete refund disbursements (Activities > Accounting > Refund Disbursements) that have not yet been exported. If you need to do so, the Delete Unexported Disbursements user right must be assigned to your ID.
  • There is a new Close Out Non-revenue Accounts activity (Activities > Accounting) available to close out liability accounts for levies or assessments that are not being disbursed out of PACS.

Accounting Event Mapping

  • It is now possible to map a REET accounting event either for receipt of payment and for receipt of interest so that interest and payments can each go to different funds.

  • There is now a fund number event mapping template in PACS.ADMIN (Tools > Code File Maintenance > Fund > Fund Number). You can use this feature to apply the mapping to an existing fund on a selected levy, which expedites the process of entering event mapping when a fund is used in multiple levies.
  • A new fund event mapping feature is available to copy accounting event mapping from an existing fund to a new fund. The new feature is accessed by selecting the new Copy Event Mapping button at the bottom of the Tax District dialog box.

Comparable Sales

  • In System Wide Configuration in PACS.ADMIN (Tools > Comparable Property), the following check boxes are now available:
    • Use Market Modifier

      The Market Modifier is the adjusted sale price of the comparable divided by the market value of the comparable as it is carried on underlying properties.

      In the case of multiple property sales, PACS sums the market values of the properties involved in the sale for this calculation.

      In most cases the subject will not have this modifier, unless the subject is listed as a sale, and only then on the sale column.

    • Use Modifier Weighting

      Available for selection when the Use Market Modifier option is selected.

      When the Use Modifier Weighting option is selected, the Adjusted Indicated Value is calculated by weighting the comparables based on score rather than the indicated value (for residential calculations) or the subject value indication (for land calculations).

      For example:

      (i) PACS returns 3 sales with the following scores: comp #1: 100%; comp#2: 87%; and comp#3: 85%

      (ii) PACS totals the scores: (100+87+85=272).

      (iii) Each score is divided by 272 to get the comparables weight (100/272=36.76%); (87/272=31.99); and (85/272=31.25%).

      (iv) Once the individual percentages are calculated, PACS multiplies the comparable Adjusted Indicated Value by the percentage (32,967*36.76%=12,082), (28,591*31.99%=9,146), and (30,612*31.25%=9,566).

      (v) These percentage-indicated values are then totaled (12,082+9,146+9,566=30,794) for the subject’s indicated value (for residential) or the subject value indication (for land).

      (vi) The Adjusted Indicated Value/SQFT is the Adjusted Indicated Value divided by the main area of the subject properties.

    • Use Scoring Weighting

      If this option is selected, the indicated value (for residential) or the subject value indication (for land) is substituted for the adjusted indicated value in Step (iv) of the Use Modifier Weighting formula.

      If this option is not selected, and the Use Market Modifier is not selected, no subject indicated value is displayed.

  • You can now enter comments on a grid, and if required, select Print Comments to include the comments when the grid is printed:

  • There are three new fields available in the residential comparable grids (Market Modifier, Adjusted Indicated Value, Adjusted Indicated Value/SQFT) and there is one new field available for all comparable grids, Sum Gross ADJ, which applies only to comparable properties, not the subject property.

    • Market Modifier

      The adjusted sales price divided by the market value of the property. If the property is part of multiple-property sale, then this the calculation for this values is the adjusted sales price divided by the total market value.

      Note This value usually applies to comparable properties. It will only apply to a subject property if the subject proeprty is involved in the sale.

    • Adjusted Indicated Value

      The indicated value multiplied by the market modifier. This value applies only to residential comparable properties.

      If the Use Residential Modifier Weighting check box is selected in System Wide Configuration in PACS.ADMIN (Tools > Comparable Property), then this value is calculatd by weighting the comparables by score rather than the indicated value. For example:

      • Step 4: The values generated in Step 3 should be summed to obtain the object’s Adjusted Indicated Value: 12,119 + 9,146 + 9,566 = 30,831

        If the Use Residential Modifier Weighting is not selected for the appropriate property type, instead of the calculations using the score, the indicated value is calculated using Steps 1 and 2.

    • Adjusted Indicated Value/SQFT

      The Adjusted Indicated Value divided by the square footage of the main area.

    • Sum Gross Adj

      The sum of the absolute value of adjustments on the property calculated for the grid.

      For example, if there were adjustments for -35,000 and 15,000, the sum gross adjustment would be 35,000 + 15,000 = 50,000.

  • There are two new columns in the Ownership History grid within the Deeds & Sales panel of a property record:: the County Ratio Code column and the Ratio Type Code column.

  • It was not possible to enter criteria with which to limit the display of events when adding a new event. Now, when adding a new event to the Events panel, there is a row available at the top of the New Event dialog box in which you can type the first characters of the event code or description to display events beginning with the characters entered:

  • It was not possible to view all characters of a lengthy event description. Now, with the new Expand Descriptions/Collapse Descriptions button in the Events panel, event descriptions can be expanded to display all text, or collapsed to display only the first 50 characters of a description.

Inquiry Processing

  • Two new code files, GIS Staff and Support Staff, are available for assigning staff names to inquiry records. The code files are available in PACS.ADMIN (Tools > Code File Maintenance > General).
  • A Manual Entry check box is now available in PACS.ADMIN for selection in Inquiry By code files (Tools >Code File Maintenance > ARB Inquiry Codes > Inquiry By) that need to be used to allow for manual entry of inquirer name and address information in inquiry records.
  • The option Automatically Create Inquiry when Petition is Filed check box is now available in the ARB Options – General window in PACS.ADMIN (Tools > Machine Settings > Options)
  • Inquiry link groups, which can be used to link multiple inquiries for one property owner, or to link inquiries for adjoining properties so that an appraiser can evaluate the properties’ values or characteristics as a whole when deciding whether to make any changes, are now available for use in inquiry records:
    • To support the selection of inquiries for link groups, the following buttons are now available when the inquiry search wizard is accessed from the Links grid: Secondary Criteria, Property Criteria, Owner & Agent Criteria.
  • A new Linked Inquiries Report is now available to review a list of inquiries that are linked to other inquiries.

Levy Certification

  • There is new check box, the Amount of Shift/Diversion check box, in the Highest Lawful Levy Limit Detail dialog box. It could be used, for example, for entering a value that reflects a shift from a county road levy to the current expense levy. The value is applied to the combined levy, and the result is displayed in the Calculated Levy field.

    The new Reason field is available for entering a reason for the shift.

Supplement Processing

This report is available for groups for which bills have been created but not activated; it allows users to review changes to the taxable amounts and the amounts due before activating the bills.

Tax Statements

  • There is now a Suppress Prior Vales on Tax Statements that were Suppressed on Appraisal Notice configuration setting available in PACS.ADMIN (Tools > System Configuration > System category > Tax Statement Configuration node):

    When set to True, this configuration is applied to statements for properties that have the Do Not Print Prior Year Values on Appraisal Notices check box selected in the Property Codes panel, and it prevents prior year values from being printed on statements.

    If a message needs to be printed on tax statements regarding the suppression of prior year values, there is now a Suppress Prior Year Values attribute available in the Tax Statement Message code file (Tools > Code File Maintenance > General > Tax Statement Messages) that can be used to specify the message. This attribute can be selected only for one tax statement message code.

  • There is now a Supplement Reason attribute available for the Tax Statement Message code (Tools > Code File Maintenance > General > Tax Statement Messages) that can be used to print a description of the property’s supplement reason on the tax statement.

    This new attribute replaces the Include Supplement Reason in MessageBox on Statement check box that was previously in the Create Supplement Statement Wizard; this check box has been removed.

    The supplement reason to be used will be the reason from the property for the most recent supplement group with outstanding bills, and the supplement group used will not be later than the year of the tax statement.

  • There is now a Copy Type drop-down list available on tax statement events (accessed from the Events panel of a property record) which can be used to select the type of copy to preview or print, such as a taxpayer copy or a mortgage copy.

When the amount paid is less than the amount due but is within variance, PACS will set the code to Underpayment. When the amount paid is less than the amount due but is not within variance, and the bill/fee allows partial payment, the Partial payment code is used.

When posting payments, the message “The batch balance date and cash drawer balance date does not match” was displayed, but it was not possible to make corrections without exiting the Post Payment dialog box.

This has been corrected so that when Pay 1st Half or Pay Full Amount is selected during the process of quick-posting multiple payments (Activities > Posting > Quick Post: Multiple Payments), if the batch balance date and cash drawer balance date do not match, an error message is displayed at that time rather than when the payments are posted.
