Effective Due Date Determination Modifications

When a supplemented item’s due date is modified (i.e., by the supplement process), there can now be a grace period that, when past, calculates interest as of the levy’s first half and second half due dates. The first half due date is entered in the Begin Date cell of the tax district’s Penalties and Interest panel, and the second half due date is entered in the H2 Begin Date cell.

Statement Level and Supplement Process Modifications

  • When an increase in taxes causes the supplement process to assign a new effective due date, PACS now also assigns the effective due date to all items associated with a statement.

    In the special case that a rollback compensatory item is selected to have its effective due date modified, then all statement items in all years associated with the compensatory rollback will have their due dates modified. This will not include any remainder year taxes grouped with a non-rollback current year tax statement.

  • It is now possible to use a calculation or 10/31 due date for current year taxes adjusted up and associated with Manifest Error, Board of Equalization, Destroyed, Senior Citizen/DOR Exempt, or Segregation/Combination supplement types. This configuration in PACS.ADMIN (Tools > System Configuration > Supplement node > Ignore October 31 Rule) will only take effect after April 30 and before October 31.
  • If an item’s first half is paid and its taxes are increased, then the adjusted amount will be added to the second half amount due. Otherwise, the halves will be split into equal halves once bills are activated.

Codes

When adding land miscellaneous codes in a property’s Land panel, auto-complete was applied to the description rather than the code for characters typed in the neighborhood, subset, region, or land miscellaneous code fields. This has been corrected so that when characters are typed in these fields, auto-complete is applied to the description column of the fields.

It is no longer possible to enter duplicate land miscellaneous code schedules in PACS.ADMIN (Tools > Land Miscellaneous Codes Schedules). That is, it’s not possible to save a row with county, cycle, region, neighborhood, subset and code entries that are the same as another row’s entries.

When Alert User is selected for a bill/fee code (Tools > Code File Maintenance > General > Bill/Fee Code) and the code is applied to a statement, the message band now displays a warning in the open property record. (Previously, the message was not displayed until the property record was closed and reopened.)

Deeds

The Seller field displayed “None” in the Ownership History dialog box (accessed from the Ownership History grid in the Deeds & Sales panel) after a deed transaction in which the same owner ID was legitimately entered for the buyer and the seller. (The transaction was a boundary line adjustment.) This has been corrected so that when ownership history is entered, the property’s owner is automatically added as the seller, and you can add another property with the same owner ID if required.

Further, when manually adding a seller, you can associate the seller with the correct property.

Destroyed Property

The Appraiser drop-down list in the Destroyed Property Details dialog box (accessed from the Destroyed Property button on the Values panel) now correctly displays the list of appraisers.

Events

After columns have been sorted in the Events grid, the sorting arrangement is now saved and restored.

Imports

When a refund containing a fee was exported to the AP system, the subsequent AP import (Activities > Accounting > AP Import) failed. This has been corrected.

Improvements

When viewing improvement details for an improvement with more than 4 details, and another improvement was selected, the details for the newly selected improvement were not displayed; the details for the previously selected improvement remained displayed. This has been corrected.

Land

An error occurred when entering data for the Land Miscellaneous Code Schedule in PACS.ADMIN because there was not a default for the code. This has been corrected.

Mass Maintenance

The Apply Land Misc. Codes field is now available for selection or deselection as required for the Property table in the Mass Update activity (Activities > Mass Maintenance (Property) > Mass Maintenance).

Notice Processing

The formatting of the tax relief page has been improved. In addition, the years displayed in the Senior Citizen or Disabled Person’s Exemption Code Table section of the Tax Relief Information page are now pre-populated with the current appraisal year and the tax year. The years can be modified as necessary (Activities > Appraisal Notices > Appraisal Notice Maintenance).

The following issues have been resolved:

  • Choosing Finish or Cancel in the Appraisal Notice Selection Process wizard (Activities > Appraisal Notices > Appraisal Notice Maintenance) now operates correctly.
  • If it is not possible to open a file path to export the file, an error message is now displayed.
  • It is now possible to enter a value of zero in the Value Increase Greater than or Value Decrease Greater than fields in the Appraisal Notice Selection Process wizard.

Reports – Assessor

Reports – Treasurer

Annexation adjustments were counted twice in the ending receivable in the YTD Recap and Fiscal YTD Recap reports (Reports > Monthly). This has been corrected.

  • Cashier’s Grouping Summary (Reports > Daily) – Now counts refund interest. Transactions for payments with a NULL payment source were being counted with adjustments; this has been corrected.
  • Daily Summary Report (Reports > Daily)- There is now an option to include refunds, and the date field is now labeled Batch Balance Date.
  • Levy/Assessment Collections Recap (Reports > Daily)- Can now be run by batch balance date or by selected batches, and the report header now displays the selection criteria.
  • Modified Bill Report (Reports > Bills) – It is now possible to enter batch and batch balance date criteria. The report is grouped by Tax District/Agency/Fee Type, and it now has subtotals per levy code.
  • Month End Recap – Now displays the top report header on every page.
  • Month End Reports – It is now required that days with no batch be closed in the open days check.
  • Payment Detail Listing (Reports > Daily) – Now includes payment summary information at the end.
  • Payment Detail Listing and Payment Summary Listing (Reports > Daily)- All transaction types should now be included. Tender lists now have separate Amount Paid and Credit Applied columns.
  • Refunds Paid (Reports > Refunds) – Now lists voids, and displays a description in Levy/Agency/Fee Type for all transaction group types instead of Unknown.
  • YTD Recap and Fiscal YTD Recap (Reports > Monthly) – Refund totals are now hidden for the time being. Performance has been improved.

Data in the Fiscal MTD Recap report (Reports > Monthly) is now retrieved from the report start date to the report end date rather than from the system start date to the report end date (unless the report start date is earlier than the system start date).

Month-to-date periods for the Receivable Summary report (Reports > Daily) are now considered to start on the first day of the month containing the report date, if the report date is not in a closed fiscal month.

Tax Statements

When creating a tax statement from an individual property record (Commands > Create New Tax Statement), errors were displayed from some of the properties. This was due to a data conversion issue and has been corrected.

When a tax statement was generated (Commands > Create New Tax Statement) for a property with an agent and the Generate Statement Only for Owner check box was deselected, two statements were generated but the agent information was not on the second statement; only the owner name. This has been corrected.

When a tax statement is generated from a property record (Commands > Create New Tax Statement), it is now sent to the PACS inbox only if Post is selected, not if Preview is selected. This limits the number of items in the inbox.

An error no longer occurs after previewing corrected tax statements (Activities > Generate Corrected Tax Statements), which prevented the tax statements from being printed.

An old owner name was incorrectly printed on a tax statment generated from a property (Commands > Create New Tax Statement) instead of the new owner’s name. This occurred due to a database issue that has been corrected.
