An error was displayed when applying a fee credit (selected from the Fees section of the Bills tab in the Tax Due panel). This has been corrected so that credits from fees associated with bills can be applied as required.

Image and Document Management

When an image was copied from one property to another, the image was not displayed in the Copy Image Wizard and an error message occurred. This has been corrected so that a thumbnail view of the image is displayed.

If you choose to delete an image that is linked to other images, you are now prompted to indicate if you would like to delete linked images. If you confirm that you would like to delete linked images, a dialog box is displayed with a listing of the linked images. From the dialog box, you can select the linked images to be deleted.

Improvements

When the Improvements panel was opened on a property record without improvements, an error occurred. This has been corrected.

When deleting improvement and land detail data with the Mass Update activity (Activities > Mass Maintenance (Property) > Mass Maintenance > Mass Update), errors occurred. These errors have been corrected.

When an improvement detail was opened, the adjusted value from the first segment was shown. This has been corrected so that the value for the displayed improvement detail is shown.

Data was not generated when the Web Portal Export was run. This has been corrected.

Income Module

It was not possible to set an income valuation to active (accessed by clicking Income Value from a property’s Value panel). This has been corrected.

Further, deleting an active valuation will now result in another valuation for that year becoming active because there must always be one active valuation. In addition, if there is only one valuation, and it was active but then deleted, now the user must add a valuation if required.

After a property was supplemented, it was not possible to open its income valuation for correction in a certified year layer, and it was not possible to select the Income Value button on a property’s value panel in a certified year layer to view income data in read-only mode. These activities are now possible with the correct user right assignments when a property is not in ARB/BOE submission lock.

Productivity value is now retained when the income approach option is selected on a property.

Income valuations from the previous year were not being displayed in the Income panel. This has been corrected so that income valuations associated with different years are displayed regardless of the year selected for the property being viewed.

When an income valuation was copied from the Income Valuations dialog box (accessed by clicking Income Value from a property’s Value panel), a copy was created but was not displayed until the dialog box was closed and reopened. This has been corrected so that the copy is displayed after it is created.

Mass Maintenance

When a mass update was carried out (Activities > Mass Maintenance (Property) > Mass Maintenance > Mass Update Land Miscellaneous Codes) for land miscellaneous codes set to “None,” they were displayed on the properties as blank. This has been corrected so that None is displayed.

It was not possible to update a set of land miscellaneous codes that contained a code of zero for properties within a neighborhood. This has been corrected.

An error message was displayed upon using the mass update ((Activities > Mass Maintenance (Property) > Mass Maintenance > Mass Update) activity to delete a value from the land detail records of properties within a neighborhood. The deletion function of the mass update has been corrected.

Reports DOR

12443

The property values reported on the Personal Property Stratification Report (Reports >DOR > Stratification Reports > Personal) have been modified to exclude the value of the Head of Family (HOF) exemption, if applied, to all properties.

That is, if a property has an HOF exemption, the value of the exemption is now deducted from the personal property value prior to determining the strata in which to report the property. Value is reported with the HOF value removed from the property.

In addition, the property selection for the report has been modified to exclude the following:

  • State Assessed Utilities – Properties identified as State Assessed Utilities (that is, properties that have the State Assessed attribute selected for the property sub type).
  • Total Exempt Properties – Properties that have an EX type exemption.
  • Boats (There is now a Boat attribute available in the Property > Property Sub Type code file in PACS.ADMIN.)
  • Mobile Homes
  • State Bid Timber (There is now a State Bid Timber attribute available in the Property > Property Sub Type code file in PACS.ADMIN.)

 

Reports Treasurer

The penalty and interest were not updating correctly on the Payment Dues panel of the bill dialog box (accessed by opening a bill from the Bills tab on a property’s Tax Due panel). This has been corrected.

If a property or litigation fee associated with a bill is unpaid, when you click Post to process a payment for the bill, a message is now displayed asking if you would like to move the fee to the payment cart .

BOE

When an inquiry was created from a property for the previous year, the values from the previous year were not being displayed in the Values panel of the inquiry. (Rather, the values from the current year were being displayed in the Values panel of the inquiry.) This has been corrected.

An error was displayed when Apply was selected for machine settings (Tools > Machine Settings > Options). This occurred because the protest status and reopen status, and the inquiry status and reopen status, had not been selected. Validation has been added to direct users to complete these fields.

There are now 7 new Edit Agent user rights (under Account > Edit Account > Edit Agent) in PACS.ADMIN User Management (Tools > User Management) available for limiting the options that a user with a BOE role type can select when adding properties to an agent record.

Events

When bills were moved from one property to another, an incorrect event type was applied to the source property record, and no event was applied on the destination property record. This has been corrected so that a Collections “C” type event is applied to both the source property and the destination property.

Image and Document Management

An error message was displayed after scanning a document because the image file became locked. This has been corrected.

Imports

In the AP import (Activities > Accounting > AP Import), for each refund paid import, 7 debit transactions were created. This occurred because event mapping was not filtering based on the refund type code and the refund type year. The duplicated records issue has been corrected.

The AP import was not returning valid data when creating a new import batch. This has been corrected.

The AP import was not creating records with TD-REFP events codes for refunds that were paid to offset records with TD_REFB codes for refunds that were disbursed. This has been corrected.

Inbox

A mail notification icon is now displayed at the lower left side of the application taskbar when a user receives mail in the PACS inbox.

Improvements

The Improvement Detail Adjustment code file (Tools > Code File Maintenance > Improvements) has been renamed to “Improvement and Improvement Detail Adjustment.”

Improvement details added to a blank grid could not be deleted without first clicking Apply. This has been corrected so that improvement details can be added only if an improvement has already been added.

Income Module

The Region, Neighborhood, and Subset columns for the Land Miscellaneous Code Schedule in PACS.ADMIN now auto-filter the options available for selection based on the characters typed in the cell.

If duplicate rows are entered in the Land Miscellaneous Code Schedule in PACS.ADMIN, the duplicate rows are now flagged.

When the Zone 1 or Zone 2 Override check box was selected in the Land Detail dialog box, and then Zone 1 or Zone 2 was changed manually or en masse from the GIS interface, additional zone codes were added in the Land Detail dialog box as new codes. This has been corrected so that when the Override check box is selected as described above, additional zone codes are not added.

Letter Processing

The owner letter tag <!PROP.proplm.NAME_ADDRESS_5LINES!> has been corrected to function as expected.

Letter tags names have been updated to be more descriptive.To update the letter tag names, on the PACS 9.0 Menu tab in Microsoft Word, click Generate MAP.

Mass Maintenance

An error occurred when updating land miscellaneous codes (Activities > Mass Maintenance (Property) > Mass Maintenance > Mass Update Land Miscellaneous Codes). This has been corrected.

Notice Processing

Formatting and text for the Change of Value notice has been modified:

  • Row height for the Land, Structures, and Non-Program rows has been increased.
  • A dollar sign is now inserted before monetary values.
  • Footer text now reflects the correct information for an office.
  • The suite number is now positioned on the same line as the street name.

The new personal property appraisal notice is now available.

When setting up notice configuration for the first time during a year, it is no longer required to set up a default configuration with an expiration date of December 31 first. You can now set up configurations in chronological order as needed. (Note that each configuration that is set up must be assigned an expiration date that is later than the expiration date for the configuration that was set up immediately before it.)

Personal Property

The Asset Type code P (Other Personal Property Taxable and Mobile Home Not Real) is now available. In addition, values associated with this code are now included on the DOR Abstract of Value Report (Reports > DOR > Abstract of Assessed Value).

Data on personal property cards was not aligned under column headers. This has been corrected.

An error occurred in the Asset Manager when Delete was chosen but a row was not selected. A message is now displayed prompting a user to select a row in order to delete it.

Interest and penalty due for excise tax was no longer displayed after the excise number was generated for a REET record. This has been corrected.

The was Use Code field was incorrectly retrieving the Primary Use code. This has been corrected so that the DOR Use Code (Tools > Code File Maintenance > Land) is used in the REET import and the Affidavit Data panel in REET records.

Refunds

An error was displayed when a refund was processed for more than one year. This has been corrected.

An override column has been added to the refund cart, and to the Process Refund page of the Generate Refunds in Mass wizard, so that refund interest can be modified when required. (To modify the interest, a user needs to have the new Receipting > Refund > Override Refund Interest user right assigned.)

In addition, the Refunds Distribution dialog box now displays an override column that indicates if refund interest was overridden.

The refund receipt (accessed from the Refund Detail dialog box displayed from a property’s Payment History panel) has been corrected to include the city, state, and zip.

Reports – Treasurer

The receipts, adjustments, penalties and interest amounts in the YTD Recap Report (Reports > Monthly > YTD Recap Report) did not reflect transactions prior to the closed month. This has been corrected.

The calculation for the value of advance taxes has been corrected in the Month to Date Report, Fiscal YTD Summary Report, and YTD Summary Report.

The grand totals within the Daily Summary and the Daily Detail Listing report (Reports > Daily) were not equivalent when the same selection options were used for the reports. This has been corrected.

The Escrow Collections Activity Report (Reports > Escrow) was not balancing to the Cashier’s Grouping Summary Report (Reports > Daily) because an escrow payment was not being included for an owner that was specified manually rather than selected from available owner records. This has been corrected.

The Fiscal Balance Report (Reports > Monthly) was not including voided payments correctly. This has been corrected.

The YTD Summary Report (Reports > Monthly) was not including data for assessments. This has been corrected.

Rollbacks

11841

Bills for the same rollback ID that were associated with multiple years were not being moved to the payment cart at the same time. This has been corrected so that when a rollback bill is included in a statement moved to the payment cart, or when a rollback bill is selected in a Quick Post dialog box, all items for the same rollback ID are moved to the cart.

Interest and penalty amounts collected for open space violations were being distributed to all taxing districts. This has been corrected so that interest is now split out into a fee. (Penalty was already split out into a fee.) Now both penalty and interest amounts are not included on a levy bill, but as a fee on each bill, and are distributed to the current expense fund.

To support effective due date and half pay requirements, the rollback process now splits out remainder taxes for the current year from the current year taxes on the appropriate bills. In addition, a new column named force_full_pay was added to the bill_fee_code table that will force bills and fees with this code to stay in full pay status when processed by the levy or supplement statement mass processes.

Supplement Processing

The selection of the Do Not Send Change of Value Form check box in the supplement wizard was not retained after processing with the supplement wizard was completed. This has been corrected.

When a property was copied to a previous year, the property was placed in the incorrect supplement group. This has been corrected.

Tax Statements

Personal property messages were defaulting on statements associated with a supplement group. This has been changed so that the correct messages default for a property type.

Processing stopped at 50% for a tax statement export that contained a second half statement run. This has been corrected.

Personal property statements incorrectly reflected a first half payment option for delinquent taxes. This has been corrected because once first half personal property taxes are delinquent, the first half due and remaining tax due are treated as the first half due amount.

There is now an Allow Half Pay option in PACS.ADMIN Fee Type codes (Tools > Code file Maintenance > Collections > Fee Types) which sets up fees in halves when the option is selected.

When Details was selected for a tax statement group on the second page of the supplement statement wizard (Activities > Supplement > Supplement Statement Maintenance), the dialog box for the supplement group was displayed. This has been corrected so that the dialog box for the tax statement group is displayed.

The statement year for exported statements was displayed in the export as the assessment year; it has been changed to the tax year. In addition, delinquent years 1 through 4 were displayed as assessment year; they are now displayed as the tax year. (Exported statements are accessed from Activities > Levy > Tax Statements > Create Tax Statements. Then a run is selected and Print Statements is chosen to create an export.)

Duplicate records were generated in a tax statement run (details accessed from Activities > Levy > Tax Statements > Create Tax Statements), and properties without rollback bills were excluded. This has been corrected.

The due date in the Tax Payment Options section of the tax statement was displayed as the effective posting date selected by the user in the wizard. This has been corrected so that the half tax due date will be the minimum date of the current year items. The new full tax year date will be the maximum date of the current year items.

The due date in a tax statement export was being populated corrected only for L type statement runs. This has been corrected so that all runs populate the due date correctly. The export has been updated to use the correct date for each of the following: half tax due date = due date; full tax due date = full tax due date; total due as of posting date = effective date used.

Taxpayer

There is now a taxpayer reference ID (XRef field) available which can be used as a reference ID for tax statements in a legacy system. The XRef field can be accessed from the Comment/Codes panel in a taxpayer record. The taxpayer reference ID can be used to search when posting statements, including quick posting single or multiple statements.
