An error was being generated when creating a new year and future year layer. (Activities > Create Future Year Layer). If there are prior year CAD codes on shared properties, then you must make sure State codes are mapped to the CAD State codes. (Tools > Code File Maintenance > General > CAD Codes > Details > State Codes).

What’s New in Documentation

  • PTAD EARS (change) – The following changes have been made to the user guide:
    • Additions have been included in the Topic Revisions section:
      • State code descriptions and usage for C1, C2, D1, D2, and E have been updated according to the PTAD requirements.
      • Changes to Property Value Reports:
        • They will include new lines in Category breakdown page for C1 and C2 with corresponding count and value identifiers for each property value report; i.e. County Report CS001##.
        • Subcategory codes for EX exemption will be reported under the X category as a total.
    • A change has been added in the Checklist and the Generating the Certified PTD Submission sections of the document:
      • Please use login information provided to you by the Comptroller’s Office. If you do not have a login, please call the Comptroller’s Office.
    • A new section titled Reports that need to be submitted to State Comptroller’s Office has been added to the end of the documentation. It lists the reports that need to be submitted to the State Comptroller’s Office with your EARS Submission. These reports include:
      • Certified Totals or Adjusted Certified Totals
      • State Category Breakdown
      • Freeze Totals
      • PTD – AG Acreage Breakdown
      • AG Land Breakdown for Wildlife and Timber

There was an issue where users couldn’t view Evidence in the ARB if they did not have the appropriate user rights. This has now been fixed.

State Category Breakdown report is not updating correctly with the state code changes on the Totals Report for the D2 category. To resolve the issue, the D1 and D2 codes have been modified to fit in the change definitions of the new PTD state codes.

LVE exemption does not calculate on the Tax Summary screen under Entity/Exempt panel. This has now been resolved; the field was not included in the exmpt_order table.

Instead of pulling up state codes for the current year, multiples of the same state code was pulling up on a property on the Improvements screen. (Property > Improvements > State Code). This has now been fixed.

New Features

This release includes the following additions and modifications to functionality:

General

  • To comply with state changes, the following has been revised:
    • PACS Standard Exemption Type Codes (see below)
    • PTAD State Code Classification codes and guidelines for reporting

    Note As always, to avoid and handle issues concerning form compliance, please consult with your attorney.

PTAD Electronic Appraisal Roll Submission

  • The PTAD has subdivided the Total Exemption category code X. PACS will introduce new Standard Exemption Type Codes for the new subcategories which are listed below. The new Exemption Type Codes will be used to report Total Exemptions through the EARS.

Property Detail: Entity-Exmpt Tab

  • Once added, the new exemptions will appear among the Exemptions on the Entity-Exmpt tab of the Property Detail view. The Descriptions field will be widened to better accommodate the field.

Property Exemption Wizard

  • The new Exemption Type codes will be available for selection in the Exemptions page of the Property Exemption Wizard after choosing the standard exemption option.

Property Exemption Details Dialog

  • The new Exemption Type codes can be configured the same way as the EX exemption.

    Important Caution Icon When replacing existing EX exemptions with the new exemption type codes, make sure to uncheck the New For checkbox on the Exemption Details tab.

Entity/Exemption Taxable Summary

  • The new Exemption Type codes will be accounted for on the Taxable Summary, along with any other exemptions on the property.

Reset Exemptions Processing

  • The new Exemption Type codes will be accounted for in the Reset Exemptions process under the existing EX (Property with Total Exemption) option.

Appraisal Export

  • The new Exemption Type codes will be added to the export file formats.

Totals Reports

  • The following reports will include the new exemptions:
    • Certified Totals report
    • Adjusted Certified Totals report
    • Levy Totals report
    • ARB Submission Totals report
    • Preliminary Totals report
  • The new Exemption Type codes will be displayed individually in the Exemption Breakdown section of the Totals report. Go to Reports > Preliminary > Preliminary Totals > Select an Available Entities > Preview.

  • The new Exemption Type codes will be included with the Total Exempt category X properties in the State Category Breakdown. Go to Reports > Preliminary > Preliminary Totals > Select an Available Entities > Preview.

Entity Tax Rates and Exemptions

  • Each entity can set its tax rates and configure regular exemptions and five special exemptions.
  • The new Exemption Type codes will be configurable by entity. They will automatically appear in the list of exemptions available. The combo box drop down list will be lengthened to show more than the current four. (Entity Search > Double click to open the Entity details > Tax Rate/Exemptions/PI Schedule tab > Double click on 2013 row).

    Note It is not necessary to add the EX exemptions to each entity in order for PACS to recognize the exemption.

  • The new standard exemptions should be treated as Total Exemptions for existing processes:
    • In the Appraisal Notices Selection Process Wizard, the Include EX Coded Properties checkbox will include the new exemptions created from the PTAD subcategories.

PTAD State Code Classification

PTD Classification Codes for 2013 have been modified. These modifications should only be applied for 2013 and forward. For prior year audit purposes, PTD Classification Code mapping and usage shall remain unaffected for years prior to 2013.

  • PTD Codes have the following modifications:
    • PACS now stores Code File Maintenance of State Codes and PTD Code mapping by year. Go to Tools > Code File Maintenance > General > State Codes

      Note A property cannot be copied back to a prior year where the state code does not exist in the prior year.

    • The C state code has been subdivided into the following categories:
      • C1 – Real Property: Vacant Lots and Land Tracts
      • C2 – Real Property: Colonia Lots and Land Tracts
    • PTD Code Descriptions for 2013 have been modified
      • D1 – Qualified Open-space Land
      • D2 – Farm and Ranch Improvements on Qualified Open-space Land (Previously reported as “Non-Qualified (Open-space) Land”)

        Note Previously, PACS would indicate a recalculation error on a property where the D2 code was assigned to an improvement. This recalculation error has been removed.

      • E – Rural Land, Non-Qualified Open-space Land, and Improvements (Previously reported as “E3 – Farm and Ranch Other Improvements” which is now reported under D2)
      • F2 – Industrial and Manufacturing Real Property
      • G3 – Other Sub-surface Interests in Land (Interests in subsurface land, such as limestone, sand, caliche, gravel, and other substances that are not defined as minerals, as well as real property defined as mines and quarries, should be reported as Category G3).
      • L2 – Industrial and Manufacturing Personal Property
  • PTD Submission for new state codes and PTD Submission reports for new state codes will only be updated for 2013 and forward.
    • The Comparison of Average Value report was modified to allow the user to select the PTD Classification codes from a list. Choose Activities > Certify Appraisal Roll > PTD > Comparison of Average Value Changes

      Note 2013 comparison may not be valid for category codes C2, D2, and E, due to the usage changes of the category codes beginning in 2013.

    • The Totals option on Category breakdown for new state codes will only be updated for 2013 and forward.

  • The State Category breakdown within the Totals report will display for 2013 forward acreage for category codes D1 and E based on the new reporting of acreage as E. Previously, acreage displayed for D1 and D2 codes.

  • PTD State Code usage in PACS has the following modifications:
    • On the Property Search, where ALL Years are selected, the State Code selection will include the new category codes and modified descriptions.

      Note If a category code exists in multiple years and the descriptions are different, the code will display only once with the description of (Description varies by year.) For example, in 2013 the State Code E description may be Real Property: Rural Land, not qualified for open-space land appraisal, and Improvements but in 2012, the description for that State Code may have been Farm & Ranch Other Improvements. PACS will now show the code and description as E – (Description varies by year.)

    • The Print Sales Confirmation Letters dialog will be updated with new category codes and modified descriptions. It will allow selection of State Codes, which include the new category codes and modified descriptions. To pull the Sales Confirmation Letter, go to Activities > Sales Confirmation Letters > State Code browse button > Scroll down to new state codes.
      • If a category code exists in multiple years and the descriptions are different, the code will display only once with the description of (Description varies by year.) For example, in 2013 the State Code E description could be Real Property: Rural Land, not qualified for open-space land appraisal, and Improvements but in 2012, the description for that State Code may have been Farm & Ranch Other Improvements. PACS will show the code and description as E – (Description varies by year.)

    • The Arbitration Search form will be updated with new category codes and modified descriptions. It will allow selection of State Codes, which include the new category codes and modified descriptions. Choose File > Open > Arbitration > State Code browse button > Scroll down to new state codes.

    • The Sales Ratio Report Wizard will be updated with new category codes and modified descriptions. It will allow selection of State Codes, which include the new category codes and modified descriptions. To open, choose Reports > Sales Analysis > Sales Ratio Report > Next > State Codes > Scroll down to new state codes.

What’s New in Documentation

  • PTAD EARS (change) – The following note has been included in the Mapping CAD State Codes to PTAD Codes User Guides:

    “Beginning in 2013, PTAD Mapping and State Codes are now stored by year.”

The Allow Upload Evidence checkbox on a protest defaults to True if the client selects Allow Upload on the website configuration. (Activities > Online Appeals > Website Configuration). This has been fixed. Note: If the website configuration is set to display all protests, the taxpayer will be able to upload evidence from the Online Portal for all protests. In essence, if a protest is created in PACS, the protest will display through the Online Portal and allow the taxpayer to upload evidence.

There was an issue with certain properties having a recalculation error in code D1 associated where productivity was not applied. This has been resolved.
