New Features

  • Ag application– All Ag applications have been modified to meet legislative requirements. Formatting has changed, and new information has been provided. Generate Ag applications by choosing Activities > Print Property Applications. Or, open a property and select Property > Print Property Applications.

  • Effective Acres Group – It is now possible to add multiple properties at once when creating an effective acres group. Create an effective acres group by choosing File > New > Effective Acres Group. Then, click Add to generate a property search. In the Property List search results, select multiple properties by pressing CTRL and clicking on property IDs. Click Select Properties to add those properties to the effective acres group.

    Additionally, effective acres groups can now be created through GIS Appraiser. Open GIS Appraiser View by choosing Activities > GIS > GIS Viewer/Appraiser. Use the Select Properties toolbar option to select a property or properties in the viewer. Then, right-click on the selection and choose GIS > Create Effective Acres Group.

  • Levy Statements – When printing mineral tax statements, it is now possible to select a Suppress History on Statement option in the Print Levy Statements Wizard. This option prevents the 5-year history and comparison from displaying in the printed statement.

  • PTD Forms – The PTD Report of Property Value for school district, city, and county has been modified (Activities > Certify Appraisal Roll > PTD > Generate Certified PTD Submission). In the Exemptions/Deductions section, a line item for the total value lost to DVHS has been added. Also, the line item covering solar and wind power prorations and total value lost to prorations and other required exemptions has been divided into two separate line items.

    Four new PTAD short forms are available per state requirements. The new forms, modified versions of the longer forms, cover County, City, School District, and the Appraisal District Report of Property Value. Access the new forms, along with the existing forms, by choosing Activities > Certify Appraisal Roll > PTD > Generate Certified PTD Submission.

  • Payment Processing (Collections)

    ID: 81734

    When working in the Post Payments dialog box for all items with multiple properties, the Amount Due field did not display the expected value after selecting the Create Half Pay button (Activities > Quick Post (all items)). The dialog box now includes a Total Current Amt Due field.

  • Tax Statements – Appraised value is now more clearly indicated on all property tax statements. Non-HS exempt properties previously displayed appraised value as Appraised Value w/o 10% CAP. These properties now simply display Appraised Value.

    Additionally, mineral tax statement formatting and section labels have been modified to maximize readability. Furthermore, sendee addresses have been formatted for consistency.

An unexpected error occurred when mass updating the status of multiple active ARB protest records to a status code with both the Generate Letter and Close Case options selected (to set codes, select Tools > ARB Maintenance > Protest Codes > Status, click New, enter Code, Description, and select options Generate Letter and Close Case; for mass updating status, select Tools > Open > ARB Protest, select Active, set the year to the current year, click Search, select multiple protests, right click > Mass Update Status, select the applicable status). The system check for letters associated with the status has been removed, correcting the issue.

Comparable Sales

The Middle Tier unexpectedly crashed upon clicking Generate in the Mass Create Grids dialog box (Tools > Comparable Property > Mass Create New Grids). The issue was caused by a procedural restriction on properties with a change of owner property association with a supplemental tax year for which the property did not have a value. The restriction has been removed, correcting the issue.

General

Lawsuit records were still editable after the suit’s status was marked closed. Now, when a lawsuit’s status is marked closed, the record is not editable. Changing the status back to open allows the record to be editable again.

When creating a new inquiry, the name displayed in the Appraiser field under the Assignments section of the ARB Inquiry dialog box did not save until the inquiry was closed and then reopened. Instead, clicking Apply unexpectedly resulted in the field reverting to and displaying the default name that was displayed when the Inquiry was first opened (open a property, click the ARB Inquiries tab, click New in the Inquiries section, change the name in the Appraiser field, click Apply). Clicking Apply caused the system to check if the inquiry was new, and, on seeing that it was, the system reinserted the default appraiser. The system’s inquiry status now changes earlier in the sequence of actions performed when updating an inquiry record, correcting the issue.

Using the Previous Taxpayer search options in the Other tab of the property search Open Property dialog box did not return the expected results. Previous taxpayer-oriented search results now exclude duplicate records in the case of multi-property sales.

Ownership percentage values did not import when importing appraisal data in PACS Collections (File > Import > Appraisal Data). The export process in PACS Appraisal has been corrected.

When importing building permit information, the street name, street suffix, and city were omitted (File > Import > Building Permits). This issue has been corrected.

The middle tier crashed when importing mineral property data because error handling in the import process was rendering some memory unusable (Import/Mineral Personal Property). Error handling has been modified, correcting the issue.

Income

Clicking on the Add button in the Income Valuations for Property dialog box did not generate the expected property percentage dialog box with property search (open a property record with income valuation, click Income Value in the Valuation Methods section of the Values view). Functionality has been restored to the Add button, correcting the issue.

Penpad

An unexpected error occurred when checking in date from Penpad. The specific issue could not be reproduced, but to correct a potential cause of the error, some missing code related to the new exemption allocation factor feature was added to the Penpad database.

Property Access

When two or more owner IDs had the same File As name, Property Access displayed the totals for each owner ID separately. The Property Access tax summary no longer splits totals in this case, and has replaced the Total line item with a Grand Total line item.

Rendition

While working in the Personal Property Rendition Wizard, changes to the Review Appraiser and Review Date fields in the Personal Prop view of the selected property did not save (Activities > Personal Property Rendition, enter property ID and click Search; in the Personal Property Rendition Wizard select Next, then click Property at the bottom of the wizard, in the property record, click the Personal Prop tab and modify the Review Appraiser and Review Date information, click Apply, then X out of the record and finish the rendition wizard. Then open the modified property record to confirm changes). Property updating procedures throughout the wizard have been corrected.

Because of formatting issues, the Ag Rollback Totals Report did not display all of the acreage value when the value exceeded two digits (Reports > Rollback Ag Rollback Totals). Formatting has been corrected.

A user with no user rights was able to generate and pay a tax certificate (open a property, click Fees-Tax Cert tab, click New in Tax Certificates section). Now the New button in the Tax Certificates section of a property record is only enabled when the user has the new CREATE_NEW_FEE user right. Similarly, the Move To Cart button in the Property Fees section is enabled only if the user has the POST_PAYMENT user right.

Import

Ownership % did not import when importing appraisal data (File > Import > Appraisal Data). The export process in PACS Appraisal has been corrected.

Payment Processing

VIT payments were not distributed as expected when the sum of the penalty and fines was more than the money paid in by the taxpayer (Activities > VIT Processing). VIT properties with penalties and fines greater than the UPTV paid are now removed from the processing list when using the Special Inventory Payment Wizard. Additionally, the wizard’s previous warning, “Properties with no bills or no amount paid will be removed from the list at this time.” now displays “Properties with no bills, no amount paid, or with penalty and fines greater than the UPTV paid will be removed at this time.”

Reports

When attempting to generate the Special Inventory Late Filing Report or the Special Inventory Sales Statement, the option to select Month was disabled (Reports > Escrow & Vit > Special Inventory Late Filing Report or Special Inventory Sales Statement). The option has been enabled.

The Rollback Recap Report did not update legal description information per the most recent supplement changes because the report generation process did not check property supplement associations or the year in which the property was currently being viewed (Reports > Rollback > Rollback Recap Report). These issues have been corrected.

After selecting Lit ID and entering a litigation record, choosing Print in the Print Fees Statement Report dialog box caused an unexpected error (Reports>Fee>Fee Statement Report). A parameter including litigation ID numbers was improved, correcting the issue.

The top line of the Monthly As of Recap Report displayed as Current regardless of the year of the information displayed there (Activities > Month End Procedures > Month End Reports, select Print Monthly As Of Recap). The issue has been corrected.
