Confidential Owners Module and Changes

Mailing Address

This Feature should have the following privileges

• View
  • Allows the user to only view system configured mailing address display.
• Modify
  • Allows the user to view actual mailing address.

Situs Address User Rights

This Feature should have the following privileges

• View
  • Allows the user to only view system configured situs address display.

• Modify
  • Allows the user to view actual situs address.

System Config Changes

The user reaches this dialog from PACS Menu > Tools > System Configuration. This dialog allows the user to enter and select the confidential owner Options, the confidential display address for owner and confidential situs address.

The following change will be made to the System Configuration screen.

• Confidential Owner
  • A new “Confidential Owner” category is added to the System Configuration Properties. 
  • This indicator is to designate whether users want to use the name as confidential or the address.
• The configuration options to choose from will be :
  • “Make Owner Name confidential”
  • “Make Address information confidential”
  • “Make both Owner Name and Address confidential”
  • Confidential Address Display
• A new “Confidential Address Display” category is added to the System Configuration Properties. 
  • This configuration will have the following settings: 
    • Mailing Address Display
      • A new section “Mailing Address Display” added under this category.
      • This will allow the user to type in text to iused in place of the owner mailing address when the owner has been marked as confidential.
      • This will only be available for user with “Mailing Address User Rights” modify rights.
    • Situs Address Display
• A new section “Situs Address Display” will be added under this category.
  • This will allow the user to type in text to be used in place of the property Situs address when the owner has been marked as confidential.
• This will only be available for user with “Situs Address User Rights” modify rights.

There are now options to make the Owner Confidential, address confidential and Situs Confidential

Taxpayer View modifications

The user reaches this view by doing a search on a Taxpayer or from Property View -> Owner & Agent Panel -> Taxpayers paragraph -> Click on a taxpayer to open the owner details in the Taxpayer view.

This view will display some modifications to allow the user to make the address and situs address confidential when the “Make Address information confidential” or “Make both Owner Name and Address confidential” is selected in system settings.

This functionality will be made available by adding a new checkbox (“This taxpayer address is classified as a Confidential Address”) in the Address paragraph.

1.3.1         Situs Paragraph Changes

The user reaches this paragraph from the Property View > Identification panel

This paragraph will display some modifications only in case the user has selected the “Make Address information confidential” or “Make both Owner Name and Address confidential” in the “Confidential Owner option” section of System settings and any owner on the property has been marked as confidential. In all other cases the paragraph should be displayed as is being currently done.

New Features

1.       Confidential Owner

a.       A new “Confidential Owner” category will be added to the System Configuration Properties. 

b.       This indicator will be used to designate whether users want to use the name as confidential or the address.

c.       The configuration options to choose from will be :

                                                               i.      “Make Owner Name confidential”

                                                             ii.      “Make Address information confidential”

                                                           iii.      “Make both Owner Name and Address confidential”

2.       Confidential Address Display

a.       A new “Confidential Address Display” category will be added to the System Configuration Properties. 

b.       This configuration will have the following settings: 

i.      Mailing Address Display

1.       A new section “Mailing Address Display” will be added under this category.

2.       This will allow the user to type in text to be used in place of the owner mailing address when the owner has been marked as confidential.

3.       This will only be available for user with “Mailing Address User Rights” modify rights.

  ii.      Situs Address Display

1.        A new section “Situs Addsress Display” will be added under this category.

2.       This will allow the user to type in text to be used in place of the property Situs address when the owner has been marked as confidential.

3.       This will only be available for user with “Situs Address User Rights” modify rights.

3. The taxpayer view will have a new box to check to make the address confidential

a. The following changes will be displayed in the TaxPayer View in the case:

i.       the user has selected the “Make Address information confidential” or “Make both Owner Name and Address confidential” in the “Confidential Owner option” section of System settings ([pacs_config].szGroup = ‘ConfidentialOwner’ and [pacs_config].szConfigName = ‘confidential_owner_option’ and [pacs_config].szConfigValue = ‘A’ or [pacs_config].szConfigValue = ‘B’) and

b.       does not have the Edit privilege of the “Mailing Address User Rights”  and

c.       the “This taxpayer address is classified as a Confidential Address” ([account]. confidential_address_flag) is marked as true.

4.       Taxpayer summary paragraph

a.       “File As”

i.      The “File As” field in the case “Make Address information confidential” is selected will display the actual name instead of the confidential name as is done currently.

ii.      The value of the field will come from [account].confidential_file_as_name instead of [account].file_as_name.

b.       “Address”

  i.      The “Address” field in this case will display the address specified in the “Mailing Address Display” section of System settings.

ii.      The value of the field will come from [address].mailing_address_display.

5.       General paragraph

a.       “First Name”

i.      The “First Name” field in the case “Make Address information confidential” will display the actual first name instead of the confidential name as is done currently.

 ii.      The value of the field will come from [account].confidential_first_name instead of [account].first_name.

b.       “Last Name”

 i.      The “Last Name” field in the case “Make Address information confidential” will display the actual last name instead of the confidential last name as is done currently.

 ii.      The value of the field will come from [account].confidential_last_name instead of [account].last_name.

c.       “File As”

 i.      The “File As” field in the case “Make Address information confidential” will display the actual name instead of the confidential name as is done currently.

 ii.      The value of the field will come from [account].confidential_file_as_name instead of [account].file_as_name.

d.       “This taxpayer is classified as a Confidential Owner” checkbox

 i.      This checkbox will be enabled in case “Make Owner Name confidential” or “Make both Owner Name and Address confidential” is selected.

 ii.      The checkbox will be disabled in case the “Make Address information confidential” is selected.

e.        “Confidential” button

i.      The Confidential button will not be displayed in the case of “Make Address information confidential”.

6.       Address paragraph

The existing Address grid will be hidden and the following fields will be displayed.

a.       Checkbox “This taxpayer address is classified as a Confidential Address”

  i.      This is a new checkbox added that will allow the user to choose the address as confidential.

ii.      This checkbox will be disabled in case “Make Owner Name confidential” is selected.

 iii.      The checkbox will be enabled in case the “Make Address information confidential” or “Make both Owner Name and Address confidential”is selected.

iv.      When this checkbox is checked

The [address].mailing_address_display field for the address record that has [address].primary_addr = ‘Y’ will be set to the “Mailing Address Display” in System Configuration.  The “Mailing Address Display” in System Configuration will be available in [pacs_config] where szGroup = ‘ConfidentialAddress’ AND szConfigName = ‘mailing_address_display’.

The [account].confidential_address_flag will be set to true.

When the checkbox is unchecked the [account].confidential_address_flag will be set to false and the [address].mailing_address_display field will be set to blank.

b.       “Mailing Address”

 i.      A new “Mailing Address” text box will be displayed in this case that will display the “Mailing Address Display” specified in System Configuration.

 ii.      The “Mailing Address Display” in System Configuration will be available in [pacs_config] where szGroup = ‘ConfidentialAddress’ AND szConfigName = ‘mailing_address_display’

 iii.      This field will be a read- only field.

c.       “View Mailing Address” button

i.      A new “View Mailing Address” button will be displayed in this case.

ii.      When this button is clicked, the new “Confidential Mailing Address” dialog will be opened that will display the actual address.

iii.      . This button will only be enabled when the user has the View “Mailing Address User Rights”

d.  Making the Situs Confidential – The user reaches this paragraph from the Property View > Identification panel

i.  This paragraph will display some modifications only in case the user has selected the “Make Address information confidential” or “Make both Owner Name and Address confidential” in the “Confidential Owner option” section of System settings and any owner on the property has been marked as confidential. In all other cases the paragraph should be displayed as is being currently done.
