1.Creating a New Year Layer #

Purpose

Use this procedure to copy a certified appraisal year layer to the next appraisal year. Begin by creating a ticket in HelpStar.

Caution Because the new year layer creation locks core tables and rebuilds indexes as part of processing, users should be logged off of the database while the new year layer is being created.

The following processes occur during the creation of a new year layer:

  • Remove HOF exemption
  • Copy preliminary properties
  • Reset new construction flags and values
  • Reset notice_mail_dt
  • Validate SNR values
  • Reset farm_asset on personal property
  • Set pending tax area to properties
  • Copying of the following tables to the new year layer:
    • Special_assessment_statement_options
    • Special_assessment_calc_source
    • Special_assessment_penalty_and_interest
    • Assessment_calculation_rule_assoc
    • Special_assessment
    • Special_assessment_exemption
    • Land_sched_current_use
    • Condominium
    • Condominium_amenity
    • Tax_area_fund_assoc
    • Fund
    • Levy_statement_option
    • Levy_limit
    • Levy
    • Tax_district_joint
    • Tax_district_penalty_and_interest
    • Annexation_configuration
    • Holiday_year
    • Holiday_schedule
  • Copying of the following property tables to the new year layer:
    • Property_special_assessment
    • Property_land_misc_code
    • Property_destroyed
    • Property_income_characteristic_tenant
    • Property_income_characteristic_amount
    • Property_income_characteristic
    • Land_detail_characteristic
    • User_land_detail_filing
    • Property_legal_desc
    • User_property_val
    • Property_tax_area
    • Wash_property_val
Prerequisite PACS Mobile Clients:   Before you start the New Year Layer Process, please STOP, and put in a ticket to Support so that we may stop your sync service.  Do not move forward with the New Year Layer process until this is completed.
  • If you’ve been transferred to DCS Support to support the mobile application, please open a FreshDesk with Data Cloud Solutions.
  • If you have not been transferred to DCS Support to suppor the mobile application, please open a TeamSupport ticket with Harris Govern.

Procedure

  • In PACS 9.0, choose Activities > Administration > Certification > Create New Year Layer.
  • In the Create New Year Layer dialog box, complete the following options as required:
    • Include Deleted Properties from Current Year – If you choose this option, then all properties that were deleted in the previous year will be copied to the new year layer but will remain in the deleted status.

      Include Deleted Properties from Current Year

    • Create New Layer but inactivate properties that are not appraised by the CAD – If you choose this option, then all vendor-appraised properties will be copied to the new year layer but inactivated in the current year layer.

      Create New Layer but inactivate properties not appraised by the CAD

    • Copy BPP Rendition Value to Flat Value if Rendition Value (R) is value method then the amount in the Flat Value field will be overwritten – If you choose this option, then all properties that were deleted in the previous year will be copied to the new year layer but will remain in the deleted status.
    • Include Future Year Layer Properties (including Deleted Properties) and Tables – If you choose this option, then any property that was copied to a Future Year Layer will be copied over to the New Year Layer.
    • Do not remove HOF is prior assessment market value <= – With this option you can specify that head of family (HOF) exemptions on properties of a certain value should be removed in the new year layer. (Washington exemption)
    • Include Preliminary Properties – If you select this option, preliminary property records are copied over to the new year layer.
  • Click Create New to complete the year layer creation.
    • If client uses PACS Mobile, User will receive message:
      • “Verify that all pending changes have been synced from mobile devices and that ALL properties have been QC Approved before proceeding with New Year Layer Creation. Please be sure you have notified Client Services of intent to ‘Create New Year Layer’ and have received approval to continue. Do you wish to continue? YES or NO”
        • YES – Continue with existing New Year Layer Process o
        • NO – Cancel New Year layer creation
  • If the program runs successfully, a message is displayed indicating that the New Year Layer has been created.
PACS Mobile Clients:   Mobile clients MUST NOTIFY Support when the new year layer is complete in order to start Job Sync services with the Cloud.  Please note that there may be a down time of 7 days before being able to use PACS Mobile back in the field while this process is taking place.
  • To delete the Future Year Layer after creating the New Year Layer, choose Activities>Administration>Future Year/Delete Future Year Layer

Note:   Harris Govern recommends that you delete the Future Year Layer as soon as you have completed Create New Year Layer Process.

  • Once the Create New Year Layer process has completed, you will need to generate Preliminary Totals. Processing the Preliminary Totals report populates necessary tables needed to perform future tasks in the new year layer.
  • In PACS 9.0, choose Reports > Totals/Rolls > Preliminary Totals.
    • In the Preliminary Totals Report ‘Data Preparation Options’, check ‘Recalculate All Properties’.
    • Under the ‘Selection Filtering’, click the >> button to select all Tax Areas.
    • Finally, under ‘Selection Filtering’, ensure all property types are checked (Real, Personal, Mobile Home, Mineral, Auto). After all Preliminary Totals Report options are selected, select the ‘Preview’ or ‘Post’ option to generate the report. This will populate tables needed for performing future mass recalculations.
  • Check to make sure Special Assessments are copied.
    • To check to see if Special Assessments are copied, click on Special Assessment Agency > double click on Special Assessment Agency that you wish to view
    • Click on Special Assessments to see the New Year you created.

2.Creating a Future Year Layer #

Purpose

Use this procedure to create a future year layer of data before the current year is certified. This future year layer is needed so that users can begin work on future-year accounts without affecting the current year. The following data is copied to the future year layer: special assessment data, current use land schedules, condominium data, tax area fund association, fund and levy data, tax district data, annexation configuration, and holiday schedule data.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Future Year Layer > Create Future Year Layer

Procedure

  1. In PACS 9.0, choose Activities > Administration > Future Year > Create Future Year Layer.
  2. You are prompted to confirm that you want to create a future year. Click OK.

3.Deleting a Future Year Layer #

Purpose

Use this procedure to delete a future year layer.

Caution If you delete the future year layer prior to creating a new year layer, no changes made in the future year layer will be saved.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Create Future Year Layer

Procedure

  1. In PACS 9.0, choose Activities > Administration > Future Year > Delete Future Year Layer.
  2. You are prompted to confirm that you want to delete the future year layer. Click OK to delete or Cancel to cancel.

4.Working in a Future Year Layer #

Purpose

Use this procedure to work in a future year layer before the current year is certified. For example, you may need to work on future year splits, merges, new subdivision, ownership changes, etc. without affecting the current year values. You can only work in one future year past the current year.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Future Year Layer > Work in Future Year Layer
  • The Work in Future Year Layer option needs to be enabled. To do this, in PACS.ADMIN, choose Tools > Work in Future Year Layer.

Procedure

  • In PACS 9.0, choose Activities > Administration > Future Year > Work in Future Year Layer.
