1.Configuring Rights #

There are 2 ways in which user rights can be configured:

  • For a single user on an ad-hoc basis
  • For a role, which can be applied to multiple users

Ad-hoc Assignment

You can assign individual user rights to a user ID on an ad-hoc basis. When a right is enabled or disabled for a particular user ID, it does not affect the availability of the right for other users.

Role Assignment

When a user is assigned to a role, the rights set for that role are applied to the user.

If a right is enabled for a role after a user or users have been assigned to the role, the right becomes enabled for the users assigned to the role.

If a right is disabled for a role after a user or users have been assigned to the role, the right becomes disabled for the users assigned to the role except for:

  • Any users also assigned to another role for which the right is still enabled. For example, if a user is assigned to both Role A and Role B, and user right X is disabled in Role A but enabled in Role B, then user right X remains enabled for the user because of the user’s association with Role B.
  • Any users for whom the right has been assigned on an ad-hoc basis.

2.Assigning Rights #

Purpose

Use this procedure to enable or disable user rights for a user.

Most reports, activities, and commands in PACS 9.0 each have an associated user right. Each codefile maintenance item in PACS.ADMIN has an associated user right.

If a right is labeled with the term “Access,” such as Access Neighborhood Profile Button, the right is one with which a user can can both view and edit data.

You can use the expandable nodes in the user rights structure to view and select from related sets of rights.

Procedure

  1. As you prepare to either select a user right to enable it or deselect a user right to disable it, use the following color coding information to determine which rights to assign:
    • Blue – Indicates that the right is assigned to the user from a role.
    • Black/Selected – Indicates that a right is assigned to the user through the ad-hoc feature.
    • Black/Unselected – Indicates that the right is not assigned to the user.
  2. Use the following options as required when enabling or disabling user rights:
    • To limit the display of user rights to only those that match a value in the filter or category, on the Role Management tab, select values from the Filter and Category drop-down lists.
    • To assign rights on an ad hoc basis for a single user,on the User Management tab, select the user ID and one of roles for the user. Then click User Management - Edit and Rights, and select or deselect the rights displayed in black as required.
    • To select all rights within an expandable node for a role, on the Role Management tab, select the role and clickUser Management - Edit . Then right-click the node and choose Select All Child Rights.

      Note When an expandable node is selected, the user rights within its category are not selected until you choose Select All Child Rights.

3.Maintaining Users and Roles #

Purpose

Use this procedure to add, modify, or remove users and roles.

Prerequisites

  • In order to perform this procedure, the following user rights are required:
    • PACS Administrator > View User Account > Create and Modify User Role(s)
    • PACS Administrator > View User Account >Create and Modify User Account(s)

Procedure

  1. In PACS.ADMIN, choose Tools > User Management.
  2. To create a new user, do the following:
    1. In User List section on the User Management tab, click Add .
    2. In the Details section, complete the following fields:
      • Username

        User who performed the action.

      • Full name
      • Description
      • Account Expiration
      • Password
      • Confirm
    3. If required, select the Change Password At Login check box.
    4. Add log in restrictions as required (for example, to specify whether a user can log in only during certain hours on a weekday or weekend).
    5. In the Current Roles grid, determine which role is to be the default role for the user and select the Default check box for the role.

      Note The default role is the role that is applied when the user logs on; it is the role displayed by default in the Role Type drop-down list upon log on. (The ad hoc row in the Current Roles section cannot be set as the default role.) If you need to make an additional role available for the user, click Add New.

    6. Click Rights to review the user rights and enable or disable the user rights. For more information, see Assigning Rights.

      Note When you create a new user, all of the user rights are available for selection as required.

    7. Click Save to save the new user.
  3. To edit existing users, do the following:
    1. In the User Management tab, highlight the user you wish to modify and click Details .
    2. In the Details section, click Edit User Management - Edit and make changes to the user management data as required.
    3. Click Save to save the changes to the user.
  4. To delete existing users, in the User Management tab, highlight the user and click Delete. A message is displayed asking you to confirm that you want to delete the user. Click Yes to delete and No to cancel.
  5. To create a new role, do the following:
    1. In the Role List section on the Role Management tab, click Add .
    2. Complete the Name field and choose one of the types.
    3. Select the user rights for the role. For more information, see Assigning Rights.
    4. Click Save to save the new user.
  6. To edit existing roles, do the following:
    1. In the Role Management tab, highlight the role you wish to modify and click Details.
    2. In the Details section, click Edit User Management - Edit and make changes to the role management data as required.
    3. To display pop-up windows containing the technical names of interface options (such as panels and fields) according to your cursor location, select the Development check box.
    4. Click Save to save the new user.
  7. To delete existing roles, in the Role Management tab, highlight the role and click Delete .A message is displayed asking you to confirm that you want to delete the role. Click Yes to delete and No to cancel.

4.Selecting a Role #

Purpose

Use this procedure to specify the role for your PACS session. The role that you select determines what options are available for your selection, review, or modification, such as menu items and panels.

Procedure

  • After you log on, at the upper right corner of the window, from the Role Type drop-down list, select the role that you need to use for your session.

PACS Administrator

The following rights allow users to use the Tools menu option in PACS.Admin to access menu options and edit configuration settings:

  • View User Account – Allows access the following user management-related rights
    • Create and Modify User Role(s) – Allows the user to create and modify user roles
    • Create and Modify User Account(s) – Allows the user to create and modify user/staff accounts
    • Export/Import Roles – Allows the user to import and export roles; this is used when creating Worflows
  • Administer Users – Allows user to add and delete users, and administer user rights
  • BOE Maintenance – Allows user to access BOE Maintenance dialogs in PACS.ADMIN (Tools > BOE Maintenance > System Settings)
  • BOE Protest Maintenance – Allows user to access BOE Protest Options dialog box in PACS.ADMIN (Tools > BOE Maintenance > System Settings)
  • BOE Inquiry Maintenance – Allows user to access BOE Inquiry Options dialog box in PACS.ADMIN (Tools > BOE Maintenance > System Settings)
  • Auto Build Legal Rules Configuration – Allows user access to modify how legal descriptions display
  • Button Management – Allows user modify how menu buttons display; this right currently is not associated with any functionality
  • Calendar Maintenance – Allows user to access Calendar Maintenance, where the holiday schedule is set

  • Configuration Workstation – Allows user to access and edit machine-specific settings, set up a cash drawer, bar code reader, and other point of service devices

    • Address Type Codes – Allow user to maintain address type codes that describe what address is being displayed or entered, such as international, mailing, or secondary
    • Country Codes – Allow user to maintain country codes
    • Group Codes – Allow user to add, delete, or modify group codes pertaining to mailings, such as certified mail numbers
    • Mail Return Type Codes – Allow user to maintain mail return type codes typically used to identify returned correspondence or provide reasons for returned mail
    • Mail Type Codes – Allow user to maintain mail type codes typically used to identify outgoing correspondence
    • Phone Type Codes – Allow user to maintain phone type codes typically used to identify business, home, fax, or cell phone numbers, for example
  • BOE – Allow user to maintain the following BOE-related codes and settings
    • Audio Settings – Allow user to maintain audio settings for recordings of hearings

  • Exemption – Allows the user to access the following codefile areas
    • Applicant Income – Allows the user the create, modify, and delete codes that describe exemption applicant income types
    • Applicant Deduction – Allows the user the create, modify, and delete codes that describe exemption applicant deduction types
    • Qualification – Allows the user to add or delete codes identifying qualifying factors for granting exemptions, and then set the minimum and maximum income amounts or percentages of income that guide the application of an exemption
    • Renewal Status – Allows the user the create, modify, and delete codes used for tracking the status of an applicant’s exemption review
    • Sub Type – Allows the user to add, delete, or modify codes identifying details of an exemption
  • Fund – Allows the user to access the following codefile area
    • Fund Group – This right currently is not associated with any functionality
    • Fund Number – Allow the user to add, delete, or modify codes identifying fund numbers, the description of the work project or area being funded, and the primary levy associated with the fund
  • General – Allows the user to access the following codefile areas
    • Abstract Subdivision – Allows the user to add, delete, or modify codes identifying abstracts and subdivisions
    • Agreement Type – Allow user to view current use agreement type; this currently is not associated with any functionality
    • Ag Rollback Codes – Allow user to maintain ag rollback codes; this is not currently is not associated with any functionality
    • Appraisal Company Codes – Allows the user to add, delete, or modify codes identifying appraisal companies
    • Appraiser Codes – Allows the user to add, delete, or modify codes identifying appraisers
    • Bill/Fee – Allows the user to add, delete, or modify codes identifying bill and fee codes, set the penalty and interest/month percentages and select options associated with the bill or fee, such as warning displays or partial payment indicators
    • Building Permit Related Codes – Allow user to maintain various building permit related codes through Codefile Maintenance > Building Permits
    • Contact Type – Allows the user to add, delete, or modify codes identifying contacts in a lawsuit
    • CAD Codes – Allows the user to add, delete, or modify codes identifying CADs
    • Change Reason Codes – Allows the user to add, delete, or modify codes identifying reasons for a change of address in the system when the address change is not associated with a sale
    • City State Zip – Allows the user to add, delete, or modify codes for cities, and set the State and Zip Code fields to automatically populate when the code is chosen
    • Edit Current Use Rollback Configuration – Allow user to modify the interest charged and fees associated with removals, if required, through Tools > Rollback Compensatory Tax Configuration
    • Entity Codes – Allow user to maintain entity codes; this is currently is not associated with any functionality
    • Escrow Type – Allows the user to add, delete, or modify codes for escrow accounts, and set event options specifying credits or debits for the escrow code
    • Event Codes – Allows the user to add, delete, or modify codes identifying event types, and then set options associated with the event type, such as the level at which the event occurs and the event source
    • GIS Staff – Allows the user to add, delete, or modify codes identifying GIS staff members
    • Interest Codes – Allows the user to add, delete, or modify codes identifying interest types, such as Overriding Interest
    • Integrity Check Maintenance – To be removed in 9.0.31.x
    • Life Cycle – Allows the user to add, delete, or modify codes identifying stages in a neighborhood’s or area’s development, decline, and redevelopment
    • Mass Update – Allows the user to add, delete, or modify codes identifying reasons for performing a mass update, such as Add Special Assessment
    • Neighborhood Codes – Allows the user to add, delete, or modify neighborhood codes, descriptions, land and improvement percentages, status of the neighborhood’s reappraisal and life cycles, appraisers associated with the neighborhoods, and comments regarding the physical, economic, governmental, and social factors important to a neighborhood’s appraisal
    • Property Group Codes – Allows the user to add, delete, or modify codes identifying the status of a property group, such as whether a field review is needed or when a group of property IDs have been granted a historical exemption
    • Reappraisal Status – Allows the user to add, delete, or modify codes that can identify the reappraisal status of a property
    • Region Codes – Allows the user to add, delete, or modify codes that can identify regions, and set the region’s percentage
    • Reports – Allow user to maintain report codes; this currently is not associated with any functionality
    • Sales Ratio – Allow user to add, delete, or modify the DOR valid and invalid sales codes for use in the Sales Information panel
    • SIC Codes – Allows the user to add, delete, or modify standard industrial codes that can identify types of businesses and the appraiser assigned to each type
    • State Codes – Allows the user to add, delete, or modify codes that can identify state codes for property types, select the Sale Ratio Type Code and PTD Code and allow/disallow website images for each code
    • Street Codes – Allows the user to add, delete, or modify codes that can identify and standardize the way street types display in the system, so that, for example, Baltic Ave. is the standard form of the various ways of entering Baltic Avenue, Baltic, or Baltic Av.
    • Sub Market – Allows the user to add, delete, or modify codes that can identify commercial property or area
    • Subdivision Codes – Allows the user to add, delete, or modify codes that can identify subdivisions in legal descriptions
    • Subset Codes – Allows the user to add, delete, or modify codes that can identify and group properties by similarities or location
    • Supplement Codes – Allows the user to add, delete, or modify codes that identify the reason a property was put in supplement
    • Support Staff – Allows the user to add, delete, or modify codes that can identify staff members and their IDs for use in workflow

    • Visibility Access – Allows the user to add, delete, or modify codes that can identify a property group’s visibility and access, perhaps in terms of commercial viability or residential desirability

  • Supplement Administrator – Allows use of numerous options available within the Supplement Group Maintenance dialog box (Activities > Supplement > Supplement Group Maintenance), move a property record into a supplement, and set the supplement user rights for other users
  • Supplement Pending – Allow user to move a property into the system-defined pending supplement
  • Supplement Statement Maintenance – Allow user to access and perform functions in the Supplement Statement Runs dialog box (Activities > Supplement > Supplement Statement Maintenance) and access the Create Supplement Statement Wizard
  • Supplement Process – Allows user to put a property into supplement by opening the record in a certified year and selecting Commands > Supplement > Supplement Property
  • Supplement Verification – Allows user to modify the date and user fields in the Supplement Property Wizard and the Supplement History Panel of property records

System

The following rights allow users to access the following menus, functions, and dialog boxes in PACS.Admin:

  • Auto Build Legal Configuration – Allows user to determine how property legal information is displayed through the Auto Build Legal Configuration dialog box in PACS.Admin (Tools > Auto Build Legal Configuration)
  • Depreciation Schedules – Allows user to maintain depreciation schedules in PACS.Admin through Tools > Schedule Maintenance > Depreciation Schedule Maintenance
  • Data Validation – This right currently is not associated with any functionality
  • Edit Pictometry Settings – Allows user to edit pictometry settings in PACS.Admin through Tools > User Settings > Pictometry Settings and in System Configuration, Imagery tab
  • Neighborhood Analysis Change System Target Ratio – Allows user to edit the target ratio in the data analysis portion of neighborhood profiles at the system level by setting the default ratio for the county through Tools > System Configuration > NBHD Analysis Default Target Ratio
  • Neighborhood Analysis Override System Target Ratio – Allows user to override neighborhood analysis target ratio in the Analysis panel of a neighborhood profile, which is opened from a property record’s Identification panel
  • Ownership Transfer Wizard Options – Allows user to set the default flags for Inactive Agent and Reset Exemptions by Default in the Ownership Transfer Wizard through Tools > System Configuration > Ownership Transfer Options

These rights allow users to access the following tax statement menus and functions:

  • Corrected Tax Statement – Allow user to generate corrected tax statements through Activities > Generate Corrected Tax Statements
  • Create Tax Statement – Allow user to generate tax statement through Activities > Levy > Tax Statements > Create Tax Statements
  • Print Delinquent Statements – Allow the user to print Delinquent Statement; this right currently is not associated with any functionality
  • Print Individual Taxpayer Statement – Allow the user to print tax statements for individual properties through the Commands menu
  • Print Statement Run – Allow the user to choose Print Statements in the Levy Statements dialog box through Activities > Levy > Tax Statements > Create Tax Statements
