For your reference, a listing of the panels that make up a property record is provided below. The system filters the display of the panels depending on your permissions, and whether you view the record with an Assessor role or Treasurer role.

The panels are listed alphabetically and not in the order of appearance in the interface.

7.Escrow / Overpayment Credits Panel #

Overview

Features within the Escrow / Overpayment Credits panel support the processing of:

  • Escrow

Activities

You can use the Escrow / Overpayment Credits panel to:

  • Review and edit the escrow applied
  • Enter and review fees
  • Print the Plat Certification and the Escrow Worksheet
  • Review overpayment credits
  • Enter and review credit available

Selected Field Descriptions: Escrow Section

  • Total Escrow Available

    The total escrow paid that has not been applied to taxes.

  • Total Escrow Selected

    The total escrow paid that has not been applied to taxes for the selected rows.

  • Total Due on Property

    The total taxes, special assessments, and fees that are on the property.

  • Balance if Applied

    The amount displayed in this field is calculated by subtracting the value in the Total Escrow Selected field from the Total Due on Property field.

8.Events Panel #

Activities

You can use the Events panel to:

  • View, add and delete events from a property record

Tip  To view all events (that is, both assessor and treasurer events), clear the check box at the bottom of the Events panel. To view only assessor or collection events, leave the check box selected. Type = A in the Assessor view limits the events listed to only assessor events while Type = C in the Treasurer view limits the events to only collections events.

9.Identification Panel #

Activities

You can use the Identification panel to:

  • Edit, review and add situs IDs
  • Select which situs ID is the primary ID
  • Edit, review or complete the Geo & Reference ID fields
  • Edit, review or complete the Location fields
  • Review the profile for the neighborhood, region, and/or subset to which the property is assigned
  • Generate the Abstract/Subdivision Report
  • Check the parcel count
  • Add information to the Doing Business As fields

Selected Field Descriptions

  • UGA

    The UGA code for the UGA indicator. UGA codes are set up in PACS.ADMIN (Tools > Code File Maintenance > General category > Urban Growth Code).

    If a UGA code that is not event mapped for interest is entered on a property record (in the Identification panel), default event mapping for the None UGA indicator is used.

  • Neighborhood

    The neighborhood code of the property.

11.Improvement Panel #

Overviews

Features within the Improvements panel support the processing of the items listed below:

  • Sketches created with Sketch Pad

Activities

You can use the Improvements panel to:

  • View, add or delete improvements
  • Move improvements
  • Copy an improvement:
    • To or from a property
    • From previous years
  • Review, add or delete improvement details
  • Move improvement details
  • Create a copy of an improvement detail or update details

The Improvements grid shows information about each improvement. Columns in the grid may include:

  • Main Area

    The sum of the area of improvement details.

  • Replacement Cost New

    The sum of all improvement details for the selected improvement record.

  • Depreciation RCN

    The depreciated RCN of all improvement details for the selected record.

  • Recalculation Error Validated

    Yes or No will be displayed indicating whether an error recalculation has been validated.


Note:  Columns can be added or removed from the grid through PACS Admin, Tools > Code File Maintenance > Improvements, choose Detail – Improvement Type Code.


Selected Field Descriptions

  • Type

    The type of improvement detail that the schedule would apply to; for example, MA for main area, or OP for open porch.

    Note The Area Type field is disabled when a Type with the Permanent Crop attribute is selected.

  • State Code

    The land detail code.

  • New Value

    This is the new value of the improvement.

  • Actual Year

    The actual year the property was built.

12.Income Characteristics Panel #

Activities

You can use the Income Characteristics panel to:

  • Store information from surveys sent to property owners
  • Add income and expense information
  • Add a comment in the Reason field
  • Add the type and amount for miscellaneous income, expenses and amenities
  • Add tenant information

Selected Field Descriptions

  • Year

    Select the year of the income characteristic. When a user creates a new income characteristic, the year must be set. This field is editable until saved, at that point, the year cannot be changed.

  • Type

    Select the type of the income characteristic. Once the Income Characteristic Type is set, only the panel corresponding to the type will be shown.

  • Set Active

    Indicates if this income characteristic is the active one for the year chosen. Only one characteristic can be active per year.

  • Owner Occupied/No Rent
  • Property Name

    Enter a name for the property.

  • Situs

    The physical location of the property.

  • Survey Date

    The date the appraiser received actual rent data or information related to the income portion of the property.

  • Contact Name

    A name of a contact.

  • Vacancy Rate

    The vacancy rate of the building.

  • # of Rooms/Buildings

    The number of rooms or buildings of the property.

  • Lease on Tenant Income/Comments

    The lease on tenant income or comments.

  • Reason

    A reason for the unusual expenses.

13.Land Panel #

Activities

You can use the Land panel to:

  • View, add or delete land segments
  • Create a copy of the segment
  • Copy the segment to the property record
  • Import land characteristics
  • View effective AC group
  • Apply miscellaneous codes that adjust the property value
  • Add information regarding oil wells

Note:  The Miscellaneous Codes section is displayed only if the land miscellaneous codes are in enabled in the Land section of the System category in PACS.ADMIN under Tools > System Configuration.


Selected Field Descriptions

  • Legal Acres – Acres = Over/Under Fields

    The first field is the legal acreage.

    The second field is the current total acreage from the land detail segments.

    The last field is the difference between the legal acreage and total land segment acreage. The total over/under will be updated as the legal acreage and/or the total land segment acreage changes.

  • New Construction

    For the Mass Update Land Miscellaneous Codes feature, (Activities > Mass Maintenance (Property) > Mass Maintenance > Mass Update Land Miscellaneous Codes ), the value in this field is a sum of the land segments’ new construction value when the new construction flag is set.

    For the Values panel of a property record, the value in this field is a sum of the new construction value on all land and improvement records.

  • Apply Miscellaneous Codes

    Indicates whether or not to value the land using the miscellaneous codes data.

    When the checkbox is selected, the grid is enabled.

  • Recalculation Error Validation

    Select to validate the recalculation error. Your user name appears with a time and date stamp next to the selection. This option is only available when Recalculation Error Validation is enabled in the System Configuration.

  • Misc Code Values Total

    This calculated field is a sum of the Land Miscellaneous Feature Code land segment values and is located in the grid summary footer.

17.Payment History Panel #

Activities

In the Payment View tab of the Payment History panel you can:

  • Review payments received
  • Enter and review total paid
  • Enter and review total selected
  • Review refunds
  • Enter and review refund paid

In the Transaction View tab of the Payment History panel you can:

  • Review the type of payments, such as escrow or payments for property taxes

Selected Field Descriptions – Payment View

  • Operator/Source

    This field displays one of the following:

    • If the payment transaction was processed within PACS, the user ID of the person who processed the payment is displayed.
    • If the payment transaction was processed in an external application, the source is displayed.
  • Total Paid

    The total amount of payments to be posted.

    In the Payment History panel, this field reflects the sum of the amounts in the Amount Paid column.

  • Total Selected

    The sum of the amounts in the Amount Paid column for selected rows.

27.Tax Due Panel #

    Payments made in advance are displayed in this field.

  • Balance

    The base amount due within a statement plus any penalty, interest, and bond interest due.

  • H1/Next Due

    The due date of the first half of the amount due.

  • H2 Due

    The due date of the second half of the amount due.

Payout Tab

  • Type

    The type indicates which type of account the funds are being distributed to, for example asset, equity, and liability.

    For the Values panel of a property record, the value in this field is a sum of the new construction value on all land and improvement records.

  • Senior New Construction Value

    The total new value of the improvement homesite records of a property with a senior exemption.

Selected Field Descriptions: Value Breakdown Section

  • Current Use (HS)

    The total current use (ag) value for all the land detail homesite records.

  • Current Use (NHS)

    The current use (ag) value for land detail non-homesite records.

  • Subtotal

    The market value less the productivity loss.
