1.1.Setting Up Mobile Home Movement Type Codes #

Purpose

Use this procedure to set up the codes required for recording a Mobile Home movement. The code is intended to identify the kind

Prerequisites

In order to perform this procedure, the Code File Maintenance > Mobile Home Movement Types > Type Code user right is assigned to your ID.

Procedure

  1. In PACS.ADMIN, choose Tools > Code File Maintenance > Mobile Home Movement > Type Codes.
  2. Click Add in the Code File Details List section. In the Column Details section, enter the code name and a description.
  3. Click Save.
  4. Use the following options as required:
    • To change a code, select the code and then click Details.
    • To delete a code, select the code and then click Delete.

1.2.Setting Up Mobile Home Movement Status Codes #

Purpose

Use this procedure to set up the codes used when recording and tracking Mobile Home Movement record..

Prerequisites

In order to perform this procedure, the Code File Maintenance > Mobile Home Movement Types > Status Code user right is assigned to your ID.

Procedure

  1. In PACS.ADMIN, choose Tools > Code File Maintenance > Mobile Home Movement > Status Codes.
  2. Click Add in the Status Codes list. In the Details section, enter the code name and a description.
  3. If the status code will be used to indicate that a sale is final, choose the Completed attribute.
  4. If the status code will be used to indicate that a sale has been cancelled, choose the Cancelled attribute.

    Note A MH movement record having status code with the Cancelled attribute selected can be deleted.

  5. Click Save.
  6. Use the following options as required:
    • Use the arrows in the Status Codes list to prioritize the codes. The priority affects the order of codes as displayed in drop-down lists.
    • To change a code, select the code and then click Details.
    • To delete a code, select the code and then click Delete.

1.3.Setting Up Mobile Home Movement Transporter Codes #

Purpose

Use this procedure to set up the codes required for .

Procedure

  1. In PACS.ADMIN, choose Tools > Code File Maintenance > Mobile Home Movement > Transporter Codes.
  2. Click Add in the Code File Details List section. In the Column Details section, enter the code name and a description.
  3. In the grid, set the following options when appropriate:
    • In the DOT Spec Motor Vehicle Permit # field, enter the Department of Transportation Special Motor Vehicle permit number granted to the transporter.
    • In the WUTC Permit # field, enter the WUTC permit number granted to the transporter.
  4. Click Save.
  5. Use the following options as required:
    • To change a code, select the code and then click Details.
    • To delete a code, select the code and then click Delete.

2.Adding a Mobile Home Movement or Mobile Home Sale #

Purpose

Use this procedure to add a mobile home movement to a property.

Notes

– When a MH is sold and moved out of the county, taxes are due for the entire year that the MH would have been in the county. The taxpayer must pay these advance taxes and the excise tax for the sale.

– When a MH is on an account with land at the time of sale, advance taxes are only calculated on the MH.

– The Treasurer may create a new property for just the MH but should generally process the escrow first. Since the new MH account does not yet exist until after the supplement is accepted, the escrow is processed on the existing/current account with MH & land.

– MH movements can be recorded in certified and uncertified years.

Prerequisites

  • In order to perform this procedure, the Property > Edit Property > Mobile Home Movement user right is assigned to your ID.
  • The property has at least one Mobile Home Type Improvement (i.e., the Improvement’s selected Type Code has the Mobile Home attribute selected).
  • Mobile Home Movement Type codes, Movement Status codes, and Transporter codes have been set up in PACS.ADMIN (Tools > Code File Maintenance > Mobile Home Movement).

Procedure

  1. In PACS, from the Property view, expand the Mobile Home Movement panel and click Add in the General grid.
  2. In the Mobile Home Movement view, enter the following information in the MH Movement Information panel:
    • Type

      The type of move made by the owner/taxpayer associated with the Mobile Home property. Mobile Home Movement Type codes are created and maintained in Code File Maintenance.

    • Status

      The current state of the move. A status may indicate, for example, whether the move has already occurred. Mobile Home Movement Status codes are maintained in Code File Maintenance.

    • Current Owner

      The taxpayer now responsible for/associated with the Mobile Home property.

  3. Enter comments if needed.
  4. If the Real property and Mobile Home property are owned by different people/taxpayers, choose the Real Property Owner is Different Than Mobile Home Property option and use the Add /Remove options in the Details grid to choose the owner of the Real property–the owner of the land under the Mobile Home.

  5. The Mobile Home-type Improvements on the Real property are displayed in the Mobile Home Included in the Sale/Transfer section. Here, do the following:
    • Select the single Mobile Home Improvement involved in this move.
    • Choose the option that best describes the move:
      • Within County

        With this option selected, the following applies: (1) For Mobile Home-type properties, escrow is calculated as the tax rate for the current tax year multiplied by the assessed value of the entire property account; (2) For Real-type properties, escrow is calculated as the levy rate for the current tax year multiplied by the assessed value of the selected/subject mobile home. Bill adjustment codes may be added.

      • Within State, Outside of County

        With this option selected, escrow is calculated as the current tax year levy rate multiplied by the assessed value of the selected/subject mobile home. Bill adjustment codes may be added.

      • Outside of State

        With this option selected, escrow is not calculated if this is a Mobile Home-type property.

    • If true, choose Taxes Paid. If this option is selected, you can generate the Proof of Taxes Paid letter for the property by clicking Print in the Command bar at top.
  6. To add owner and new address-related details, expand the Purchaser/New Address Information panel. Then do one of the following:
    • Choose MH Sold/Transferred if the move was the result of a sale.
    • Choose Same Owner – New Mailing Address if the owner/taxpayer has merely relocated.
    • Choose Same Owner – Same Mailing Address is the mailing address is not changing. This may be applicable when a P.O. Box is used, for example.

  7. If the move is the result of a sale, either (1) enter the name of buyer, the address, and contact info, or (2) click Search (located below the address fields) to choose an existing taxpayer or create a new one.

    Note The new owner info recorded here is for information purposes, and is displayed in the Mobile Home Movement view only. It does not affect escrow or property ownership on the account.

  8. Use the following options as needed:
    • Click Details to open the taxpayer view for the owner.
    • If you selected the Same Owner – New Mailing Address option above, and you have edited the same owner’s information, you can update the owner account (and all linked properties) by clicking Update Owner Record (a change reason is recorded). If you make changes here and do not click Update Owner Record, then the changes display in the Mobile Home Movement view only.
  9. Choose the Mobile Home Transporter name from the drop-down list. The name and associated WUTC Permit # and DOT Vehicle Permit # are stored in Code File Maintenance.
  10. Enter the new situs information.

  11. Click Save.
  12. Use the following options in the Command bar as needed:
    • Cancel

      Any changes made after the last Save are lost/discarded.

    • Calc Escrow

      The Escrow Due displays the amount calculated for escrow, not including property taxes, special assessments, or fees. Those amounts are included in the Total Amount Due field of the MH Movement record.

    • Calc MH Taxes

      The assessed value of the MH multiplied by the Levy rate on the property. This value becomes the amount due in the Payment Cart.

    • Pay H1/Next
    • Pay Full
    • Add Group Code

      Allows the addition of an existing group code in the open year layer.

    • Add Bill Code

      Allows the addition of a bill adjustment code with partial payment indicator, if needed.

    • Print

      To print the Tax Certificate, Mobile Home Movement Decal, and Proof of Taxes Paid letter. For more information, see Generating Mobile Home Movement Forms.

Next Steps

All taxes including delinquent taxes plus the current year must be paid in full when moving a mobile home within Washington state. If moving a mobile home out of the county but within Washington state, advance tax must be paid. In this case, you may want to lock the property’s values and then calculate escrow.

3.Locking and Unlocking Values #

Purpose

Use this procedure to lock or unlock a property’s appraised values in the Assessor role. This is often done for the purposes of calculating advance taxes on a Mobile Home property that has moved because when a MH is sold and moved out of the county, taxes are due for the entire year that the MH would have been in the county. The taxpayer must pay these advance taxes and the excise tax for the sale.

Values may only be locked in the current year, and the lock applies for that year only. After the year is certified, the locked values may then be modified through supplement processing as always.

Note the following:

  • On a Real property, all Land details are locked; individual improvements may be locked separately.
  • Individual Improvements may be locked on a Mobile Home property.
  • When locking a Personal property’s value, all segments are locked.
  • Land Details cannot be added to locked properties, and existing Improvement Details, Land Details (and Segments) cannot be deleted. However, when an element’s values are locked, much of its data is still editable when its detail is opened from the Property view.
  • Properties values using the income approach method cannot be locked, and their advance taxes cannot be calculated. But advance tax value can be entered manually using the override option in the Entering Escrow in the Worksheet procedure in the Escrow guide.

Prerequisites

  • In order to perform this procedure, the following user rights are required:
    • Property > Edit Property > Recalculate Property
    • Property > Edit Property > Lock Property Values
    • Property > Edit Property > Unlock Property Values

      Notes (1) Properties with Income Approach valuations cannot be locked, and properties with locked values cannot have their valuation method switched to Income Approach. (2) Locked properties cannot be part of a split or merge. (3) Exemptions cannot be added or removed from a locked property.

Procedure

  1. In PACS 9.0, open the property record and choose Commands > Lock Property Values to lock its values.
  2. If you are working with a Real or Mobile Home property, do the following:
    1. In the Lock Property Values dialog box, select the required eligible improvements to be locked.

      Note If you attempt to lock an improvement designated as Homesite and assigned a Senior Exemption, a warning instructs you to create a new property with the Senior Exempt Homesite Improvement. This new property may be locked.

    2. If you are working with a Real property and do not wish to lock land values, deselect the Lock Land Value option.
    3. Click OK.
  3. If you are working with a Personal property, click OK to confirm your selection.

Next Steps

To unlock a property’s values, open the property record and choose Commands > Unlock Property Values.

4.Paying Escrow on a Mobile Home #

Prerequisite

To perform this procedure, the Property > Edit Property > Mobile Home Movement user right is assigned to your ID.

Note The Enable Escrow Worksheet and Value Locking system setting applies (in PACS.ADMIN, choose Tools > System Configuration > System (category) > Escrow). Enable this option to access the escrow worksheet, which provides expanded escrow-related functionality. The worksheet estimates the amount of escrow needed to pay the taxes due on a property.

Procedure

  1. In PACS, from the Property view, expand the Mobile Home Movement panel. Select or add a MH Movement record in the General grid and click Details.
  2. In the Mobile Home Movement view, click Calc Escrow. Then following the procedure set out in either Entering Escrow or Entering Escrow in the Worksheet.

    Note The fixed panel of the Mobile Home Movement view displays the following:

    • Escrow Due: The calculated escrow amount generated on clicking Cal Escrow. Property taxes, special assessments, and additional fees are not included.
    • Total Due: The sum of the property’s taxes, special assessments/fees, penalty & interest, and the escrow due. Previous year taxes may be included.
    • MH Taxes Due: Populated on clicking Calc MH Taxes. This factors in when a MH exists on a real property and may include previous year taxes due. However, the current year appraisal value is used for each year. Any property tax and special assessment/fees values do not apply. (The MH taxes that are calculated and included in the Total Due field are based on each year’s appraised value; that MH tax value may be different from the value displayed in the MH Taxes Due field.)

5.Mobile Home Reports #

5.1.Generating Mobile Home Movement Forms #

Purpose

Use this procedure to generate documentation required for Mobile Home movements.

Procedure

  1. In PACS, from the Property view, expand the Mobile Home Movement panel and click Add in the General grid.
  2. In the Mobile Home Movement view command bar, click Print.
  3. In the Mobile Home Movement Forms dialog box, choose any one option or combination of options from the following:
    • Tax Certificate

      Before a mobile home can be moved, a tax certificate for mobile home movement must be completed. Includes the sale price, property ID, tax area, the current owner’s and new owner’s/purchaser’s name and address, transporter name, make, model year, serial number, Mobile Home size, tip out value, original location and new location/destination, tax year and assessment.

    • Movement Decal

      After completing the Tax Certificate, the Treasurer’s office will issue a Mobile Home Movement Decal. The decal is valid for 15 days from date of issue, and includes the Mobile Home make, model year, serial number, transporter’s name, WUTC permit number, Department of Transportation motor vehicle permit number, date issued, issuer, and expiration date. The transporter’s name, WUTC permit number, and DOT Special Motor Vehicle Permit Number are needed.

      Enter or verify the decal’s date of issue. Today’s date is displayed by default.

    • Proof of Taxes Paid

      This option is enabled when the Taxes Paid checkbox option in the Mobile Home view Information panel is selected.

      Includes the date, property ID, reason for issuance of letter (i.e., the “letter is being issued due to sale”), current and new owner information, current (as opposed to new) situs, mobile home description (i.e., year, make, model), and receipt number.

  4. In the Output Settings section, do the following:
    • In the Format drop-down list, select the report output format.
    • In the Filename field, enter the report file name.
    • In the Description field, enter a report description.
  5. Click Preview to preview the report. Click Post to generate the report and create a PACS inbox item from which you can view the report.

5.2.Generating the Mobile Home Movement Report #

Purpose

Use this procedure to generate a report that assembles Mobile Home movement records meeting your criteria, and displays the dates, property IDs, and movement type code for each record.

Procedure

  1. In PACS, choose Reports > Mobile Home Movement Report.
  2. In the Mobile Home Movements dialog box, enter or choose the following as needed:
    • MH Movement Type
    • Completion Date

      A range of dates between which Mobile Home Movements were created.

  3. If desired, choose another sorting option.
  4. In the Output Settings section, do the following:
    • In the Format drop-down list, select the report output format.
    • In the Filename field, enter the report file name.
    • In the Description field, enter a report description.
  5. Click Preview to preview the report. Click Post to generate the report and create a PACS inbox item from which you can view the report.
