1.Land Code File Maintenance
1.1.Configuring Ag Rollback Status Codes
Purpose
Use this procedure to set up the codes required for performing current use rollbacks.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Ag Rollback Status Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Ag Rollback Status Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Use the following options as required:
- To change a code, select the code and then click Edit.
Note When the Sys Flag is set as True, this indicates that the code is delivered with PACS and can be changed only by True Automation.
- To delete a code, select the code and then click Delete .
- To change a code, select the code and then click Edit.
- Click Save.
1.2.Configuring Class Codes
Purpose
Use this procedure to set up the class codes that describe land details, and that can be used in matrix tables when pricing land.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Class Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Class Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.3.Configuring DOR Use Codes
Purpose
Use this procedure to set up the DOR Use codes required to identify county property types to the state.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > DOR Use Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > DOR Use Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Complete the following options as required:
- Commercial
- Current Use
- Industrial
- Land Use Code
- Description
- MH Park
- Multi Family
- Other
- Residential
- Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.4.Configuring Influence Codes
Purpose
Use this procedure to set up the Influence codes that describe land details, and that can be used in matrix tables when pricing land.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Influence Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Influence Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- To make the code eligible for only certain Real Property land types, choose either
Residential
orCommercial
from the Type drop-down list. - Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.5.Configuring Land Adjustment Codes
Purpose
Use this procedure to set up the adjustment codes that identify why an adjustment is made.
For example, an adjustment made for a low area on a land detail may have an adjustment code of Low. Or, an adjustment can be made if a creek runs through the property. Adjustments can be positive or negative in value.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Land Adjustment Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Land Adjustment Codes.
- In the Code File Details List section, click Add .
- In the Column Details section, select the year for which you are creating a new land adjustment code.
- Enter the Type and a description.
- Select one of the following:
- Amount
- Percent
- User Defined
- To make the code eligible for only certain Real Property land types, choose either
Residential
orCommercial
from the Residential/Commercial drop-down list. - Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.6.Configuring Land Type Codes
Purpose
Use this procedure to set up the land type codes that describe land details, and that can be used in matrix tables when pricing land.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Land Type Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Land Type Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Complete the following options as required:
- ag_or_wild_or_timber
- Permanent Crop
- Residential/Commercial
- State Description
Note When the Sys Flag is set as True, this indicates that the code is delivered with PACS and can be changed only by True Automation.
- Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.7.Configuring Method Codes
Purpose
Use this procedure to set up the method codes that determine which dimensions will be available in the schedule lookup, and what type of schedules will be available for selection.
For example, if Acres is selected, PACS will use the Acres field, listing all land tables set up with the Acres method.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Method Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Method Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Use the following options as required:
- To change a code, select the code and then click Edit.

1.8.Configuring Soil Codes
Purpose
Use this procedure to set up the soil codes that can be used to describe the soil on the land detail.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Soil Codes
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Class Codes.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code name and a description.
- Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.9.Configuring Land Miscellaneous Codes
Purpose
Use this procedure to set up land miscellaneous codes for factors that may modify the value of land after all other calculations have been made.
Miscellaneous codes can be added to each land detail based on the rules developed (Homesite/Non Homesite) and added to the value calculated for the land detail after all other adjustments or to the flat value. Codes may refer to environmental or nearby factors, such as traffic noise, the view, or golf course access.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Codefile Maintenance > Land > Edit Land Miscellaneous
Procedure
- In PACS.ADMIN, choose Tools > Code File Maintenance > Land > Land Miscellaneous Code.
- Click Add in the Code File Details List section.
- In the Column Details section, enter the code number and a description.
- Click Save.
- Use the following options as required:
- To change a code, select the code and then click Edit.
- To delete a code, select the code and then click Delete .
1.10.Maintaining Land Miscellaneous Code Schedules
Purpose
Use schedules to add or remove value from land details based on various coded reasons and values.
Prerequisites
- Miscellaneous Codes have been set in PACS.ADMIN (Tools > Code File Maintenance > Land > Land Miscellaneous Code). For more information, see Configuring Land Miscellaneous Codes.
- In order to perform this procedure, the following user right is required:
- Land Miscellaneous Code Schedules
Procedure
- In PACS.ADMIN, choose Tools > Land Miscellaneous Codes Schedules.
- In the Land Miscellaneous Codes dialog box, highlight the year for which you need to create a new code, and click Details .
- In the next Land Miscellaneous Codes dialog box, click Add .
- Complete the following fields as required:
- Co
- Cy
- Reg
- NBHD
- Sub
- Code
- %
- HS
- Value
- Index
- Indexed Value
- Click OK or Apply to create the new land miscellaneous code schedule.
2.Entering Land Segments
Purpose
Use this procedure to add land segment records to a property record.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Property > Edit Property > Edit Personal Property > Land Details > Edit Real Property Land Details
Procedure
- In PACS 9.0, open the property record to which you need to add the land segment. Then open the Land panel.
- Click Add in the Land Segments grid.
Note To duplicate an existing land segment in this property record, select the segment in the grid and click Create Copy in the Land Segments grid.
To copy an existing land segment over to a different property record, click Copy to Property and use the Property Search Wizard.
- In the Land Detail panel of the Land Detail dialog box, enter the following information as required:
- State Code
- Primary Use
- Soil
- Appraisal Code
- Description
- Land Type
- Class
- Influence
- If the segment is a homesite, select Homesite in the HS/NHS Apportionment section. If the segment is only partially a homesite, then select and enter the homesite percentage in the Override Homesite % field.
- To add land detail characteristics, do the following:
- Click Add in the Land Detail Characteristics grid, then select the Characteristic and Determinant. Select Override if applicable.
- In the Miscellaneous section, make the following selections as required:
- Late Ag
- New Construction Value
- In the Size/Lot Information section, enter the following information as required:
- Width Front
- Width Back
- Depth Right
- Depth Left
- Waterfront Footage
- Number of Lots
- To override the calculated values for usable size, select Override and enter the appropriate values in the Override Useable Size section.
- Enter comments as needed.
- To review the owner details, expand the Owner Percentages panel.
- To recalculate values for the land details, click Recalculate.
- Click Apply or OK.
3.Entering Land Details
Purpose
Use this procedure to add details about land segments on a property.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Property > Edit Property > Edit Personal Property > Land Details > Edit Real Property Land Details
Procedure
- In PACS 9.0, open the property record to which you need to add the land segment. Then open the Land panel.
- In the Land Segments grid, select a land segment and click Details .
- In the Land Detail dialog, open the Market Valuation panel.
- In the Market Values section, do the following:
- Select the Appraisal Method and associated Table.
- To specify a different land schedule table, select Use Table and choose a table from the drop-down list.
Note To view details of the selected land schedule, click Show Schedule. For more information, see Land Schedule Maintenance.
- Enter the Unit Price and Calculated Value as required.
- Choose either Adjusted Value or Flat Value and enter the value as required.
Note To enter a note as part of the flat value selection, click Flat Value to open the Flat Value dialog box, enter comments, and click OK.
- If Recalculation Error Validation is enabled and you want to validate the recalculation error, select Recalc Error Validated . Your user name appears with a time and date stamp next to the selection.
- Select the Appraisal Method and associated Table.
- To enter adjustment details, click Add in the Adjustments section grid.
Note The state code and land type must be selected in the Land Detail panel before entering adjustment details.
- To recalculate values for the land details, click Recalculate.
- Click OK or Apply
4.Entering Productivity Valuation
Purpose
Use this procedure to add productivity value details about land segments on a property.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Property > Edit Property > Edit Personal Property > Land Details > Edit Real Property Land Details
Procedure
- In PACS 9.0, open the property record to which you need to add the land segment. Then open the Land panel.
- In the Land Segments grid, select a land record and click Details .
- Open the Productivity Valuation panel in the Land Detail dialog box.
- In the Productivity Values section, do the following:
- Make the following selections as required:
- Land Type
- Appraisal Method
- Table
- Enter the Unit Price.
- To use a flat value calculation rather than the system value of calculation, select Flat Value and enter the appropriate data.
- Make the following selections as required:
- To enter use information, select Apply Productivity in the Apply Productivity section and make the following selections:
- Use Code
- Sub Use Code
- Previous State Land Type
- The Public Benefit Rating System % field sets to
100%
by default when the selected Use Code has thePublic Benefit Rating System
attribute selected. Modify this value as needed.Note When the above mentioned Use Code is selected, the Calculated Value option is automatically selected and its value =
[Market Value * PBRS Percent]
and the Appraisal Method field, Table field, Unit Price field and Show Schedule button are all disabled. - In the New Ag section, use the following options as required:
- To apply new ag, select New Ag. If overriding the default previous market value on new ag, select Override and enter the appropriate value.
- Enter the Current Use Effective Acres as required.
- In the Qualification Information section, enter the following as required:
- Assessment Year Qualified
- Recording #
- Application #
- Select the appropriate line in the Filing Information grid.
- In the Lot/Size section, enter the Waterfront Footage as needed.
- To recalculate values for the land details, click Recalculate.
- Click OK or Apply.
5.Entering Oil Well Adjustments
Purpose
Use this procedure to apply an oil well adjustment to a property.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Property > Edit Property > Edit Personal Property > Land Details
Procedure
- In PACS 9.0, open the property record to which you need to apply the oil well adjustment. Then open the Land panel.
- In the Oil Wells section, select Apply Oil Well Adjustment to Land.
- Enter the following information as required:
- Irrigation Wells
- Irrigation Capacity
- Irrigation Acres
- Oil Wells
6.Entering Land Miscellaneous Codes
Purpose
Use this procedure to add land miscellaneous codes that modify the total land value of the property after all other calculations have been performed.
Prerequisites
- In order to perform this procedure, the following user right is required:
- Property > Edit Property > Edit Personal Property > Land Details > Edit Property Land Miscellaneous Codes
- Miscellaneous Codes have been configured in PACS.ADMIN (Tools > Code File Maintenance > Land > Land Miscellaneous Code). For more information, see Configuring Land Miscellaneous Codes.
Procedure
- In PACS 9.0, open the property record to which you need to add the miscellaneous codes. Then open the Land panel.
- Select Apply Miscellaneous Codes in the Miscellaneous Codes section of the Land panel.
- Click Add in the Miscellaneous Codes grid toolbar.
- In the Miscellaneous Codes grid, make the following selections as required:
- County
- Cycle
- Region
- NBHD
- Subset
- Misc Code
- To validate recalculation errors, select Recalc Error Validated.
