2.Before You Begin #

Before you begin processing liens, for each entity record that you collect for, confirm that:

  • The taxing unit number is entered in the Taxing Unit # field.
  • The Mobile Home Submission Flag checkbox is selected.

3.Entering Mobile Home Serial Numbers #

Purpose


Note:  This procedure is for offices that have only PACS Collections and not PACS Appraisal.


Use this procedure to enter mobile home serial numbers on a mobile home property record.

Procedure

  1. In a PACS Collections-only system, open a mobile home property record.
  2. Click the Identification tab.
  3. Click Mobile Home Info.

    The Mobile Home Information dialog box is displayed.

  4. Use the following options as required to enter the serial number and other data:
    • CTRL + N – Inserts a new row.
    • TAB key – When pressed from the last cell of a row, creates a new row.
    • INS key – Creates a new row.
    • DEL key – Deletes a row.

4.Applying a Lien on a Single MH Property #

Prerequisites

The MH Lien – Property Maintenance user right is assigned to your ID.

Procedure

  1. In PACS Collections, open a mobile home property record.
  2. Choose Property > Mobile Home Liens.

  3. Choose Set Liens on Property.

    The Set Mobile Home Liens dialog box is displayed.

  4. Select the years for which to apply liens to the property record. Then click OK.

5.Releasing a Lien on a Single MH Property #

Prerequisites

The MH Lien – Property Maintenance user right is assigned to your ID.

Procedure

  1. In PACS Collections, open a mobile home property record.
  2. Choose Property > Mobile Home Liens.

  3. Choose Release Liens on Property.

    The Release Mobile Home Liens dialog box is displayed.

  4. Select the years for which to release liens on the property record. Then click OK.

6.Releasing Liens for Multiple MH Properties #

Purpose

Use this procedure to remove and create a data file for mobile home properties:

  • That have liens
  • For which taxes have been paid

Prerequisites

The MH Lien – Mass Maintenance user right is assigned to your ID.

Procedure

  1. In PACS Collections, choose Activities >Mobile Home Liens > Release Mobile Home Liens.

    The Mobile Home Liens Release List is displayed.

  2. Choose Releases > Generate New Release.

  3. You are prompted to confirm that you need to generate releases for all mobile liens for which taxes are no longer owed. Click Yes.

Result

  • Liens are removed from mobile home properties for which taxes have been paid.
  • A new release run ID is displayed in the Mobile Home Liens Release List.
  • An event is added to each affected mobile home property indicating that the lien has been removed.

Next Steps

  • If the export did not complete successfully, and a new run id was generated contact Technical support to review and remove the run.  This run will need to be corrected prior to generating a new run.
  • Confirm that the CTC number exist on the newly created run and review the properties exported.   Right-click the run and choose Print Listing.  The Print mobile Home Lien Export Listing dialog box is displayed.    Select a sort option then choose Preview or Print.  (Preview is recommended)
    • If you have a Central Tax Collections (CTC) number confirm that the CTC number displays under the column heading ‘CTC/TU”.
    • If your CTC number does not display contact Technical Support so that it can be added to a configuration record within your system and to the current file being exported.  The configuration record will allow the CTC number to be automatically set when future exports are created.

7.Displaying Liens on a MH Property #

Procedure

  1. In PACS Collections, open a mobile home property record.
  2. Choose Property > Mobile Home Liens.

  3. Choose View Liens.

    The Mobile Home Liens dialog box is displayed.

  4. Review the liens for the property, and if applicable, release dates in the Release Date column.

8.Exporting MH Delinquent Tax Data #

Purpose

Use this procedure to create a data file consisting of property data for mobile home owners with delinquent taxes.

Procedure

  1. In PACS Collections, choose Activities >Mobile Home Liens > Export Mobile Home Liens.

    The Mobile Home Liens Export List is displayed.

  2. Choose Exports > Generate New Export.

    The Generate Mobile Home Lien Export dialog box is displayed.

  3. Choose Current:

    mh export generate

    Three Options are available, however Mobile Home Lien Exports should be produced each year for ‘Current Year’ only.

    Definitions of the selections are listed below for reference purposes.

    • Delinquent – Generates a data file for delinquent years.
    • Current – Generate a data file for the current year.
    • All – Generate a data file for both the current year and delinquent years.
  4. Click Export.
  5. You are prompted to acknowledge that the export is complete. Click OK

    A progress bar is displayed to indicate that the system is exporting the data.

  6. You are prompted to acknowledge that the export was successful and to review the name the directory containing the exported file.

  7. Click OK to open the directory.

Result

A view of the directory is displayed with the files that were generated.   For example:

Files created for Mobile Home Lien Exports will be named ‘MHLxx’  where xx will be the run_id for the export file.

Next Steps

  • If the export did not complete successfully, and a new run id was generated, contact Technical support to review and remove the run that was created prior to attempting to generate a new run and prior to  sending the .txt file to the TDHCA.
  • Confirm that the CTC number exist on the newly created run and review the properties exported.
    1. Right-click the run and choose Print Listing.

      The Print Mobile Home Lien Export Listing dialog box is displayed.

    2. Select a sort option. Then choose Preview or Print.   (Preview is recommended)
  • If you have a Central Tax Collections (CTC) number confirm that the CTC number displays on the Export Listing.  This will display on the column heading “CTC/TU”
    • If your CTC number does not display contact Technical support so that it can be added to a configuration record within your system.  This will allow the CTC number to be automatically set when the export file is created.

9.Printing Lien Notices for a Single MH Property #

Prerequisites

The MH Lien – Property Maintenance user right is assigned to your ID.

Procedure

  1. In PACS Collections, open a mobile home property record.
  2. Choose Property > Mobile Home Liens.

  3. Choose one of the following menu options as required:
    • Print Recorded Liens on Property – Prints the Notice of Lien form with information such as the amount owed, and taxpayer and collector information.
    • Print Released Liens on Property – Prints the Notice of Lien form with information such as the amount owed, and taxpayer and collector information for liens that have been released.

    The Print Recorded Mobile Home Liens or Print Released Mobile Home Liens dialog box is displayed.

  4. Select the year for which you need to print the notices. For example:

    mh lien notice year

  5. Click Print or Preview.

10.Printing Lien Notices for Multiple MH Properties #

Purpose

Use this procedure to print Notice of Lien forms for multiple mobile home properties.

Prerequisites

The MH Lien – Mass Maintenance user right is assigned to your ID.

Procedure

  1. In PACS Collections, choose Activities >Mobile Home Liens > Release Mobile Home Liens.

    The Mobile Home Liens Release List is displayed.

  2. Select the run for which you need to print notices.
  3. Choose Releases > Print Lien Release Letters.

    The Print Mobile Home Lien Releases dialog box is displayed.

  4. In the Sort By field, specify whether to sort the notices by property ID or owner name.
  5. Click Preview or Print.

Next Steps

If you would like to print a listing of properties included in the release run, select the run and choose Releases > Print Listing.

11.Printing a Mobile Home Lien Listing #

Purpose

Use this procedure to print a listing of mobile home properties that have liens, or mobile home properties that do not have liens but do have balances due.

Procedure

  1. In PACS Collections, choose Activities > Mobile Home Liens > Print Mobile Home Lien Listing.

    The Print Mobile Home Lien Listing dialog box is displayed.
