1.Code Maintenance for Building Permits #

Purpose: Use create codes that are applicable to their office for dealing with building permits. This is generally done by the system administrator who should have the applicable User Rights associated for creating codes.

Procedures:

Browse to PACS Application Button>Tools>Code Maintenance>Building Permit

  • Building Permit Issuer – Allows creation of issuers of building permits. Example: County, City. Note, this also allows user to reference the website should the user want to publish this to the URL of the building permit issuer.
    • URL
    • URL Description
  • Building Permit Worksheet Type – Allows creation of worksheets to track progress of building construction
    • Note:  As of the 10.0.18 release, the user may also create import layout mapping for each type.  See Importing Building Permits
  • CAD status – Allows creation of Assessor office status of building permit
  • Issuer Status – allows creation of Issuer Status to track complete and incomplete status
  • Permit Sub Type -allow creation of additional codes to track the permit
  • Permit Type – allows creation to track different permit types

2.Code Maintenance for Building Permit Worksheet #

Purpose

PACS allows user to complete a building worksheet so that user may track the progress of a building construction.

Procedure

  • Browse to PACS Application>Tools>Building Permit Worksheet

  • Click Green Plus to Add a Worksheet Template

  • Worksheet Type – choose worksheet type (Permit or Tidemark)
  • Component name – name component description (plumbing, slab, exterior walls, etc)
  • % of Total – add percent good this would add to a building (Roof = 10%)
  • Click OK to save

NOTE: We recommend the sum of all % equals to 100%

3.Configuring Building Permits #

Purpose

Use this procedure to configure building permit worksheets.

You can configure multiple building permit worksheets as required, and configure them separately.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Codefile Maintenance > Building Permits > Building Permit Worksheet Configuration

Procedure

  1. In PACS, choose Tools > Building Permit Worksheet > Building Permit Worksheet Configuration.
  2. In the Building Permit Worksheet Configuration dialog box, click Add. Add
  3. In the Configuration Details dialog box, configure the following options as required:

    • Worksheet Typethe worksheet type (Permit/Tidemark)
    • Component Namethe name of the building component
    • % of Totalthe items percentage of the total worksheet
  4. Click OK.

4.Creating Building Permit Worksheets at Property Level #

Purpose

Use this procedure to create building permit worksheets.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Building Permit > Building Permit Worksheet

Procedure

  1. In PACS, open a property and expand the Mortgage & Permits panel.
  2. In the Building Permits section, click Add. Add
  3. In the Issue Details section of the General panel, complete the following options as required:

    • Issuer – the building permit issue. This must be set up in Code Maintenance.
    • Issued Toopen text field to document who the permit was issued to
    • Issuer Codedescription of building permit. This must be set up in Code Maintenance
    • Issue Datedate permit was issued
    • Issue Limitmaximum amount of the building permit
    • Issuer Phphone number
    • Issuer XRef geo id of the building permit
  4. In the Location section, complete the following options as required:

    • Select Residential or Commercial to define the type of property.
    • Number – street number for the situs of the building permit
    • Sub – the sub number
    • Prefix – street prefix for the situs address of the building permit
    • Street – street name for the situs address of the building permit
    • Suffix – street suffix for the situs address of the building permit
    • Unit Type – the type of unit the building permit is for
    • Unit – the unit number in the location of the building permit
    • Bldg # – the building number in the location for the building permit
    • Subdivision – the subdivision in which the building is located
    • Plat – the plat in which the building is located
    • Block – the block in which the building is located
    • Lot – the lot in which the building is located
    • City – the city of the building permit
    • Legal – the legal description of the building permit
  5. In the Required Inspections section, complete the following options as required:

    • Building – building inspection
    • Mechanical – mechanical inspection
    • Electrical – electrical inspection
    • Plumbing – plumbing inspection
  6. In the Permit Details and Information sections of the Details panel, complete the following options as required, including:
    • Case Name – alphanumeric field; imported from Tidemark when applicable.
    • Project # – Numeric field; imported from Tidemark when applicable.
    • Project Name – alphanumeric field; imported from Tidemark when applicable.
    • Value – building permit value; imported from Tidemark when applicable
    • Calculated Value – Dollar value of the calculated building permit value.
    • Issuer % Complete – Captured from TIdmark if data exists.  The grid reflects the configuration setup for the Tidemark worksheet under Tools>Building Permit Worksheet> Configuration.  For more information, see Building Permit Worksheets.
    • Total Acreage – numeric field that tracks development activity with respect to permits.  Populates from Tidemark interface.
    • Primary Zoning– Tracks development activity for zone 1 with respects to permits.  Populates form Tidemark interface.
    • Secondary Zoning- Tracks development activity for zone 2 with respects to permits.  Populates from Tidemark interface.
  7. Click OK.

5.Importing Building Permits #

Purpose

Use this procedure to update existing and import new building permits into PACS.  This allows the user to import the building permit by using an excel spreadsheet.

Note:  This functionality was added in the 10.0.18 release.  User can also reference the release notes to review more information

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Import > Import Building Permits
  • In order to perform this procedure, the Building Permit Worksheet Type must be configured
    • Tools>Code Maintenance>Building Permit Worksheet Type
      • Note:  In the details section, the user may identify a Field Name to a PACS Building Permit Name.   This is how they will map excel data to import into PACS.

Procedure

Importing the Excel Spreadsheet

  1. In PACS, choose Import > Building Permits.
  2. In the Import Building Permits window, click Add.
  3. Complete the following options as required:
    • Import TypeThis is set up in Code Maintenance
    • Worksheet TypeThis is set up in Code Maintenance
    • Import File PathPath user will save the import file
  4. Click Import.

Result:  The import is available in the Import Building Permit Run list.  At this time, the import is in “Imported Status”.  The ‘Match Permit’ must be run before the building import is connected to the property.

 

Checking Errors

When the run is complete, the user may check Validation Errors and Permit Errors by clicking the run dialog

 

 

Matching Building Permit

  1.  Go to Import>Building Permits
  2. Identify the run to match
  3. Click Match Permits

Result:  The permit is matched to the property.  The status will change to “Matched”

6.Exporting Building Permits #

Purpose

Use this procedure to export building permits from PACS.

Prerequisites

  • In order to perform this procedure, the following user right is required:
    • Export > Export Building Permits

Procedure

  1. In PACS, choose Export > Building Permit.
  2. In the Building Permit Export dialog box, in the General section, complete the following options as required:
    • Year
    • Property Type

      Note If no property type is selected, all property types are exported.

  3. In the Property Export section, select Property Export to perform a property export; enter the path to the export in the Export Path field.

    Note The export path must be a sharable, fully qualified, UNC path.

  4. In the Situs Address section, select Situs Address Export to perform a situs address export; enter the path to the export in the Export Path field.
  5. In the Linked Owners section, select Linked Owners Export to perform a linked owners export; enter the path to the export in the Export Path field.
  6. In the Permit Export section, complete the following options as required:

    • Permit Export – select this option to perform the building permit export
    • Issued Date – The date in which the building permit was issued
    • CAD Permit Status – To filter the exported building permits by CAD status, either manually enter CAD permit status codes, separated by commas or click ellipse button to select codes.
    • Export Path – enter the path for the export

Note:  The export path must be a sharable, fully qualified, UNC path.

7.Transferring the Building Permit #

Purpose

Use this procedure to transfer a building permit from one property to another within PACS.

A building permit transfer may be required if, for example, a permit was mis-assigned in the building permit import file. After transferring the building permit to the correct property, PACS will continue transferring the permit to the correct property in subsequent imports involving the same permit.

Procedure

  1. In PACS, open the property record with the mis-assigned permit and expand the Mortgage & Permits panel.
  2. Select the building permit number and click Transfer in the toolbar of in the Building Permits grid.

  3. Select the appropriate property using the Property Search Wizard.

    Note:   The permit record continues displaying in the Building Permit grid of the original property record. The Transferred To column indicates that the permit has been transferred. When a transferred permit is selected in the Building Permit grid, the Transfer button is disabled.

8.Report: Building Permit Worksheet Report #

Purpose

Use this report to review information pertaining to building permits.

Procedure

  1. In PACS, choose Reports > Building Permits > Building Permit Worksheet.
  2. In the Building Permit Worksheet Report dialog box, complete the following fields in the Building Permit Criteria section for which you want to generate the report:

    • Permit Type – The building permit type.
    • Permit Subtype – The building permit subtype.
    • Status Code –The status associated with a building permit.
    • Appraiser – For appraisal cards and building permits, this option reflects the associated appraiser.  For recalculation, this option recalculates the properties associated with the appraisers specified.
    • Permit ID – The specific system assigned ID for a building permit.
    • Permit Number – The actual building permit number.
    • Order By – The order by which permits will be displayed.
    • Print Only Active Permits – Select this check box to only include active permits.
    • Issue Date – The date on which the permit was issued.
    • Import Date – The date range for which permits were imported into PACS
  3. Complete the following fields in the Property Criteria section to narrow down the report by property:

    • Print Only Permits with Properties – Indicates whether or not to include permits without worksheets
    • Print Appraisal Cards – Indicates whether or not to include appraisal cards
    • Abstract/Subdv – The abstract and subdivision in which a property is located
    • Map ID – The map ID for a given property
    • Other – Other criteria
  4. In the Output Settings section, do the following:
    1. In the Format drop-down list, select the report output format.
    2. In the Filename field, enter the report file name.
    3. In the Description field, enter a report description.
  5. Click Preview to preview the report. Click Post to generate the report and create a PACS inbox item from which you can view the report.

10.Report: Building Permit Audit Report #

Purpose

Use this procedure to track building permits issued by date range and status.

Procedure

  1. In PACS, choose Reports > Building Permits > Audit Report.
  2. In the Permit Audit Report dialog box, complete the following options as required:

    • Year – select the year layer to retrieve property data from
    • Issue Date – the date on which the permit was issued
    • CAD Permit Status – One or more CAD permit status codes with which to filter the selection criteria for the report.  The CAD status represents the status the CAD currently considers the permit to be.  This could differ from the actual building permit status.
    • Include Inactive Permits – select this checkbox to include inactive building permits in the report
    • Sort By – option to sort by property ID, permit type, permit number, or permit date
  3. In the Output Settings section, do the following:
    1. In the Format drop-down list, select the report output format.
    2. In the Filename field, enter the report file name.
    3. In the Description field, enter a report description.
  4. Click Preview to preview the report. Click Post to generate the report and create a PACS inbox item from which you can view the report.
